Research On The Problems And Countermeasures Of The Honest Government Risk In The Field Of Government Engineering Construction

Since the 18th National Congress of the Communist Party of China,the Party Central Committee,represented by Comrade Xi Jinping,has rigorously ruled the party in an all-round way,and has always stood on the front line of the anti-corruption struggle with a strong and brave attitude.However,in the field of engineering,especially government investment projects,because of its control over the flow of large amounts of government funds,corruption is still a high-prone and frequently-occurring place.Collective corruption features,such as conspiracy cases and denial cases,are a sign of corruption in the engineering field.The behavior has not been well controlled.Therefore,it is necessary to build a high-quality government project for government-invested projects,analyze in-depth the high risk points of corruption and the difficulties of corruption management in order to take effective measures to control corruption,reduce the incidence of corruption,and create a good Construction of a clean government environment.This article first analyzes the grim situation and related cases of corruption prevention in the field of government engineering construction.Due to the huge amount of capital circulation in the field of government engineering construction,there are many links in which the construction of a clean government is not perfect enough to give corrupt elements an opportunity.The risks of clean government in general government engineering construction can be divided into five types:ideological and moral risks,job responsibility risks,system mechanism risks,business process risks,and external environment risks.Then take the A project of a certain district in Hangzhou as an example to explain the practice of clean government during the construction of the project,through a questionnaire survey of relevant construction personnel to find risk vulnerabilities and learn lessons.And according to the investigation results,according to different types of integrity risks,we further found the problems and causes of integrity risks.The lack of personal morality of leading cadres,the lack of an independent corruption governance legal system,the intensified market competition environment,the highly centralized management system,the oversight of disciplinary inspection and supervision,and the failure of accountability and the fierce market competition environment all lay hidden dangers for government construction corruption.Finally,on the basis of the analysis of the causes of corruption risk in government engineering construction projects,corresponding countermeasures against corruption risk management are proposed.Lead the overall situation from the three strategic levels of technical strategy,organizational strategy,and environment,design a framework for building an incorruptible government system,combine "pre-" and "prevent",analyze the development trends and laws of corruption,and predict risk points;be alert to risk points and timely It was found that strangling the state of affairs in its infancy and minimizing losses.Finally,four specific measures were proposed in the corruption governance measures:the first is to strengthen the effective supervision of project establishment,bidding and project quality,and guard against the risks of institutional mechanisms and business processes;the second is to deepen education and guidance and improve ideological understanding,Adopt novel and scientific means of building a clean government to improve the ideological and team building of public officials and reduce ideological and moral hazard Propose measures to reduce risks;Fourth,turn short-term governance into long-term supervision,strengthen the long-term mechanism of clean government construction,and control risks in all aspects.
