Technology has a profound impact on national governance capacity,social production mode,life style and other aspects,and the relationship between technology and politics is a long-standing and profound issue in human society.Technology empowerment is one of the mainstream responses to this issue.It emphasizes that technology,on the one hand,enhances the state's regulatory capacity,and on the other hand,expands citizen participation,so as to promote the mutual transformation between the state and society,so as to benefit all actors.In this context,the phenomenon of governmental regulation failure is still observed from time to time,so the research question is:the empowerment characteristics of technology in state-society interaction.In order to solve this problem,the theory of state-social interaction is established as the analytical framework.In this theoretical framework,the state and society establish effective social relations based on resources and opportunities,and thus fight for social control.The theoretical framework of state-social interaction provides analytical elements such as resources,opportunities and social control,as well as three analytical dimensions of state,society and state-social interaction.Through this theoretical framework,the research on technology empowerment can analyze the distribution characteristics of resources and opportunities introduced by technology,as well as the distribution characteristics of social control in the new interactive field.Based on the theoretical needs,the application of technology in health food regulation is determined as a case.Regulation is one of the forms of social control,aiming at the market failure caused by information asymmetry.The health food industry in China relies on information asymmetry to a great extent,including information asymmetry between regulatory authorities and regulated enterprises and between enterprises and consumers,which has objectively become an obstacle to health food supervision.The new characteristics of modem information technology in the allocation and dissemination of information resources play an important role in the supervision of health food.Therefore,this paper makes a qualitative research on technology empowerment through the case analysis of information technology empowerment characteristics of different actors in health food regulation.Research findings include:Firstly,technology presents unbalanced characteristics in the empowerment of countries,which is manifested in two aspects:on the one hand,under the vertical structure of central and local power,resources and opportunities are inclined to the central;On the other hand,under the realistic situation of unbalanced development of various localities,it is inclined to places with resource advantages.Secondly,the empowerment effect of technology on society in the network discourse ecology is characterized by the inclination to the"strong man" who occupies the advantage of resources,that is,the resources and control opportunities introduced by information technology are inclined to the "strong man".Finally,in the process of state-society interaction,the resources and opportunities introduced by technology change dynamically in two aspects the capture of power by capital and the compression of discourse right by discourse power.Therefore,the conclusion of the study is that the unbalanced empowerment of technology to the state and society in different dimensions leads to the failure of government supervision in certain areas.This includes two levels of meaning:on the one hand,technology gives more resources and opportunities to each actor in the interaction;On the other hand,the resources and opportunities given to different actors show the characteristics of mbalanced distribution,that is,"the stronger the stronger""the weaker the weaker" empowerment characteristics.This research will help to expand the theory of technology empowerment and provide a reference for the modernization of national governance capacity.
