Research On Path Dependence In The Transformation Of Government Controlled Charitable Organizations

Charity is called the third distribution of social resources and is an important supplement to China's social security system.During the rapid development of China's philanthropy,government controlled charitable organizations played a pivotal role in helping vulnerable groups,alleviating social conflicts,and promoting social fairness,civilization,and progress,and made an indelible contribution to China's socialist modernization.At present,government controlled charitable organizations have played a leading role in organizing public welfare charity activities.On the one hand,the country's resources have laid the foundation for the start and development of philanthropy.On the other hand,this "monopoly" charity is not conducive to the long-term healthy development of philanthropy.Nonetheless,With the development of social and economic life,the development of government controlled charitable organizations has become increasingly prominent.All aspects such as strengthening of ontology construction,improvement of system and mechanism are of necessity and urgency.During this period,The Chinese government put forward the goal of changing government controlled charitable organizations and make a series of reforms,but it had little effect.How to achieve the transformation of government controlled charitable organizations better.To find the breakthrough,we need to find the root cause of the difficulty in the transformation of government controlled charitable organizations.As a secondary system,the government controlled charitable organization's transformation process is a combination of the mandatory institutional changes led by the government and the induced changes induced by various social subjects.Therefore,this paper makes an in-depth study of the problems in the transformation of government controlled charitable organizations from the perspective of path dependence theory.Firstly,the paper expounds the relevant theoretical basis,analyzes the transformation process and current situation of government controlled charitable organizations.Secondly,this paper analyzes the formation and embodiment of path dependence in the transformation process of government controlled charitable organizations,and concludes that the interaction between the government,culture and vested interest groups is the main influencing factor of path dependence,which hinders the in-depth transformation.Moreover,starting from the concept of "inertia" in physics,physical variables are extracted,path dependence model is constructed,and the root of path dependence is analyzed.Finally,through the path dependence root cause,to find a way to break through the dilemma of transformation from the perspective of cracking the bad path dependence of the government controlled charitable organization transformation,and to achieve the smooth transformation of the government controlled charitable organization by overcoming the path "lock" in the transformation process.
