Study On The Difficulties And Countermeasures Faced By The Grass-roots Government In Shantytown Reconstruction

Shantytown reconstruction project is a major project to benefit the people's livelihood of the region and improve the level of urban construction.The reconstruction of shantytowns from house demolition,the renovation of the old shantytowns to the resettlement of the residents in the shed reform is related to the implementation and effect of social security work.The problem of shantytown reconstruction is not only simply "demolishing old and building new ",but directly related to whether the living standard of residents can be effectively improved,whether the living environment is suitable and so on.Grass-roots governments need to integrate these issues into the planning in the process of shantytown reconstruction,and as the focus of the evaluation of the transformation effect.The grass-roots government is the most direct responsibility subject in the shantytown reconstruction work,how to give full play to the leading role of the responsibility subject in the transformation process has become an important yardstick for the horizontal grass-roots government work effect to a certain extent.The content of the work involved determines that the grass-roots government must coordinate all parties,strengthen cooperation with the main bodies,coordinate with the residents in housing demolition,land requisition compensation in place;guarantee the quality of the construction,supervise and control the work progress,conduct quality inspection,and ensure the effectiveness of other aspects of the construction process;properly handle the relationship with the investors.These poses great challenges to the work of the grass-roots government.Because there are many subjects involved,the distribution of interests among the subjects becomes the core of contradictions and conflicts.And the improper handling is not only not against the promotion of the greenhouse reform work,but also affects the credibility of the social people to the grass-roots government.Therefore,it is of great significance for grass-roots governments to do a good job of balancing the interests of all parties in the reconstruction of shantytowns.Taking the reconstruction of shantytowns in Zhongyuan district of Zhengzhou as an example,this paper makes an in-depth analysis of the difficulties and causes faced by the grass-roots government in the process of greenhouse reform,and makes clear that in the process of greenhouse reform in Zhongyuan district,residents are dissatisfied with compensation for demolition,heavy task,poor quality of demolition workers and insufficient protection of residents.
