General Secretary Xi Jinping clearly stated in the report of the 19 th National Congress of the CPC: "China's economy has shifted from a high-speed growth stage to a high-quality development stage,and it is now in the tackling phase of transforming development methods,optimizing economic structure,and transforming growth momentum.The 2018 Central Economic Work Conference further defined it as "the basic characteristics of China's economic development in the new era",emphasizing the need to accelerate the formation of an indicator system,policy system,standard system,statistical system,performance evaluation,as well as creating and improving the institutional environment,in order to promote the Chinese economy to continuously make new progress in achieving high-quality development.Based on the extended supply function and demand function proposed by the National Development and Reform Commission,as well as the demand theory,this research first theoretically elaborates the profound connotation of high-quality development from the two dimensions of supply and demand,then combines Xi Jinping's theory of socialism with Chinese characteristics in the new era,to build a high-quality development evaluation index system from the eight dimensions of resource allocation efficiency,high-quality products and services,economic structure optimization,economic vitality,rural rejuvenation,people's livelihood and welfare,cultural construction,and ecological civilization construction,which is composed of 46 indicators.However,the indicator system is constructed based on the connotation of high-quality development,thus the indicators selected maybe so subjective,and It's also not known whether the selected measurable indicators can reflect the information of unmeasured dimensions.Structural Equation Model(SEM)is a method that can establish,estimate,and test causal relationship models,which is often used in social science research to verify the degree of fit between actual data and theoretical models.Therefore,in order to reduce the subjectivity of the constructed index system,this study uses SEM to screen the indicators for all dimensions,and obtain the final high-quality development measurement index system which is composed of 37 indicators.Based on the finally constructed indicator system,this study first adopted the entropy weight method to measure the high-quality development status of the remaining 30 provinces,cities,and municipalities in mainland China except Tibet from 2013 to 2017 from the three aspects of absolute volume level,incremental level,and fluctuation level.Then,this paper has carried out spatial correlation analysis to further study the spatial distribution of high-quality development in China.Finally,the absolute quantity index,incremental index,and volatility index of the high-quality development of each province in each year are weighted in the time dimension to obtain an overall index of high-quality development of each province in 2013 and 2017,and then K-means clustering methods is used to have an overall understanding of the high-quality development status of provinces and cities from 2013 to 2017.The absolute quantity level is divided into excellent,good,and poor,the incremental level is divided into fast,medium,and slow,and the volatility level is divided into excellent,good,and poor.Based on the research on the high-quality development status of the target provinces and cities,it is concluded that:1.Although the scores of the high-quality development measures of each province from 2013 to 2017 are increasing year by year,there are generally problems of slow development and insufficient economic vitality in my country.This shows that with the continuous advancement of the "Five in One" general layout and the continuous implementation of new development concepts,China's high-quality development level has been continuously improved,but as China's economic development has entered a new normal,the new kinetic energy conversion speed is slow,and the development momentum is insufficient,resulting in a slower development speed.Innovation is the primary driving force for development,therefore,China must adhere to innovation and development and adopt a series of measures to accelerate the conversion of new kinetic energy,so as to enhance the development momentum.2.The results of spatial correlation analysis show that there is a clear positive correlation between the high-quality development levels of various provinces and cities,but show that provinces and cities with high quality development levels are mainly concentrated around Beijing and Shanghai,and there are no growth poles in other regions that can drive the development of surrounding provinces and cities.In addition,although China's regional coordinated development strategy has achieved certain results,the high-quality development in the northeast,central and western regions is faster than the eastern region,and the development gap between the eastern region and the central and western regions has narrowed.The development gap has increased,and the gap between the development gap between the western region and the eastern region has narrowed to a lesser extent,and the gap is still large.Therefore,China needs to implement a coordinated optimization strategy for the high-quality development levels of all provinces from a regional perspective to reduce the regional gap in high-quality development levels.3.Different provinces have different performances in each subsystem of high-quality development.Even provinces with high-quality development levels have relatively poor performance in some subsystems.Therefore,the provinces should formulate comprehensive improvement strategies for the high-quality development level under the all-round framework,and promote the overall improvement of the subsystems of high-quality development.4.The clustering results show that the level of high-quality development in most provinces in China is relatively low and the development speed is slow from 2013 to 2017.Therefore,all provinces should attach importance to high-quality development ideas,abandon the traditional development ideas of the “only GDP theory”,and thoroughly implement the new development concepts of innovation,coordination,greenness,openness,and sharing,and vigorously promote the construction of the "five-in-one",combining their own actual conditions,to find a high-quality development path that suits yourself.In addition,In addition,although the clustering results show that the stability of development in most provinces is good,the stability of development in regions with low quality development levels is relatively poor,which may be due to its own lack of development capacity Caused by the greater impact.Therefore,when the government provides policy support for such areas,it cannot simply focus on policy appropriations,but should strengthen its support for high-quality elements such as technology and talents to help it enhance its own sustainable development capabilities.At the same time,the local government should also formulate a stable high-quality development level promotion strategy to ensure the stability of development while achieving continuous development.
