The Research Of China-Russia People-to-People Exchanges Case Study Under The Background Of "The Belt And Road" Initiative

From the year of 2008,the strategic role of culture diplomacy has quickly grown in Chinese foreign diplomacy,people-to-people exchanges are the most typical cases.So,researching the history of China-Russia People-to-people exchanges development,analyzing typical cases among China-Russian People-to-people exchanges can provide rich experience to promote great power relations and Chinese soft power,at the same time to strengthen People-to-people ties in the construction of "The Belt and Road" Initiative.This paper selects three cases of China-Russia People-to-people exchanges—Theme year,"The Tea Road" project and "Red Tourism" cooperation as the research object.These three cases explain the development of China-Russia People-to-people exchanges.First,from central government to local government,then the society;Second,analyze the new developing type of China-Russia People-to-people exchanges of using the local governments' activity and market power;Third,emphasize the importance of conserving and promoting "Red memory","Shared Historical Acknowledgement" in the China-Russia People-to-people exchanges.After researching,we find that in the case of "Theme Year",we establish basic framework for China-Russia People-to-people exchanges through institutional construction;in the case of "The Tea Road" which is leading by the local government,we transform the old People-to-people exchanges as national foreign diplomacy to "market-tourism-culture" development by local government;in the case of "Red tourism",we know that “Red memory” can not be forgotten,it is the value-communication foundation of China-Russia People-to-people exchanges.In the background of "The Belt and Road" Initiative,maintaining the culture friendship between China and Russia is the base to construct China-Russia new great power relations,also is the key to build the China-Russia strategic partnership in the new era,more so is the guarantee to build "The Belt and Road" Initiative and "A community with a shared future for mankind".
