Humanitarian assistance is an important type of foreign aid.After World War ?,humanitarian crises continued.The current humanitarian crisis faced by the international community has affected more people and the impact has lasted longer,requiring more attention from the international community.The Syrian humanitarian crisis is one of the biggest humanitarian crises facing by the international community after World War ?.Due to frequent domestic conflicts,the Syrian government cannot guarantee the survival of people,and a large number of refugees fled to Europe,triggering the European refugee crisis.Germany was one of the first countries to provide humanitarian assistance to Syria.The German Federal Government is committed to promoting the future development of the aided people through aid projects on the basis of ensuring the basic survival of the people in Syria and its surrounding areas,with a view to further promoting the settlement of the Syrian issue.For Germany,which has exercised restraint and participation in conflicts in this region,the policy and behavior of humanitarian assistance in Syria is influenced by factors at the system-unit level,and an analysis of its motivation can better understand its correlation Changes in policies and aid behaviors.At the level of the international system,Germany 's relative position in the international system is an independent variable that motivates its humanitarian assistance to Syria.The system changes brought about by the Syrian crisis are also the system incentives that Germany attaches great importance to humanitarian assistance to Syria.At the domestic level,moral responsibility,political changes,economic interests,and public opinion influenced by historical issues are the main factors in analyzing Germany 's humanitarian assistance during the Syrian crisis.First,the sense of moral responsibility inspired by historical issues:the lasting impact of the Second World War and the crimes of the Holocaust prompted Germany to assume moral and political responsibility for its actions,and prompted Germany to implement its humanitarian crisis.Second,there are two factors at the political level.On the one hand,humanitarian aid is an important way for Germany to participate in international affairs and an inseparable part of German foreign policy.On the other hand,the domestic political party in Germany also affects the evolution of German humanitarian aid policy.Thirdly are economic factors.The German government is full of anticipation that the arrival of refugees will stimulate new growth points in the domestic economy,and uses Syrian refugees to promote another leap in the German economy.Fourthly is the influence of public opinion.Faced with a series of negative impacts of asylum-seekers on the domestic society,the domestic opinions in Germany turned and the support for refugee policies declined,changing Germany 's humanitarian assistance policy.Humanitarian assistance has an impact on both donor and recipient countries.For the recipient country,Syria,during the Syrian crisis,German humanitarian assistance responded quickly and was highly professional,which played a positive role in easing the Syrian crisis.It is undeniable that although Germany has provided a lot of humanitarian assistance to Syria,it is still not enough to ensure the survival and development of the Syrian people.Humanitarian assistance to the Syrian crisis has had a profound impact on Germany's politics and economy.It is an opportunity for Germany and it also contains risks that cannot be ignored.
