| At present,China’s aging problem is deepening,the structural pressure of the "421" family model,and the increasing financial gap of basic endowment insurance,etc.,it has brought a huge test to our country’s endowment insurance cause.How to resolve the crisis of aging,improve the level of old-age security for the people,and realize "support for the elderly" has become an important issue that must be resolved in the course of China’s social and economic development.Enterprise annuity is a supplementary endowment insurance system that is jointly participated by government,society,enterprises,markets,and individuals.It plays a very important role in sharing social endowment responsibilities,improving the level of endowment security,and alleviating the government financial crisis.Therefore,in the framework of China’s social endowment security system,how to effectively utilize the institutional advantages of enterprise annuities has become the key to solving the problem.However,during the development of enterprise annuities in China,there are also some prominent issues,which have affected the healthy,orderly and rapid development of enterprise annuities.These prominent real problems are: low coverage,low replacement rate,uneven development structure,small fund size,and unstable fund investment returns.Because the enterprise annuity is a system in which multiple parties participate together,the factors that cause these practical problems are also multi-layered and comprehensive.From the government level,including tax policy,system design and supply,legal construction,management system,supervision system and other factors;from the enterprise level,including factors such as corporate enthusiasm,employee system awareness and welfare awareness;from the market level Look,including the capital and financial market conditions,fund management level and other factors.On the basis of revealing the cause of the problem analysis,this article summarizes and analyzes the development of US and Japanese corporate annuities to obtain corresponding experience and development inspiration,that is,good tax preferential policies,system design that takes into account efficiency and fairness,diversity and flexibility.Institutional arrangements,perfect legal construction,and comprehensive supervision and management mechanisms.Based on the analysis of the actual problems and reasons for the development of China’s enterprise annuity,the corresponding countermeasures for rapidly promoting the development of China’s enterprise annuity are proposed from three levels: first,the government level,including the promotion of tax incentives,relaxation of access restrictions,balanced system supply,Strengthening the legal system construction and improving the information disclosure system;the second is the corporate level,including improving the compensation system,enhancing employee responsibility and welfare awareness,strengthening publicity and education;the third is the market level,including implementing trustee responsibilities and strengthening investor education.Encourage third-party organizations to participate and provide flexible and diversified investments and portfolio plans.Among them,it is proposed to build an "enterprise +employee" dual-mode automatic joining mechanism;establish innovative measures such as personal DC plans for self-employed and peasant groups and incorporate incentive mechanisms,with a view to solving China’s current enterprise annuity development Practical problems to promote the rapid development of China’s enterprise annuity. |
