Study On The Working Mode Of "Docking Letters And Visits With People’s Mediation" In Tianjin

With the change of the main social contradictions in our country,the comprehensive deepening reform has entered the period of hard work and deep-water areas.The deep-s eated social contradictions have become prominent.Various social problems have graduall y exposed,which have restricted the development of economy and society to a certain e xtent.It seems that it is too weak to solve all the problems solely by means of letters a nd visits.It is imperative to introduce social forces to participate in the resolution of dis putes in letters and visits.That’s ok.To this end,Tianjin began to explore the docking s ystem of letters and visits with people’s mediation since 2015.The first batch of pilot w ork was carried out in five districts of Hexi,Heping,Dongli,Baodi and Jizhou.By fully integrating social resources,it explored ways and means to prevent and resolve contradi ctions and disputes between letters and visits under the new situation,and found a new way to deal with contradictions and disputes between letters and visits according to law,and achieved certain results.At present,the system has been popularized in some provin ces and municipalities throughout the country.The research on people’s mediation participation in the resolution of contradictions a nd disputes in letters and visits is still in its infancy,and there are still some problems t o be solved urgently.However,from the current situation,introducing people’s mediation participation in the resolution of contradictions and disputes in letters and visits is an inn ovative measure to reform letters and visits.It not only rationalizes the export of letters and visits,but also widens the import of people’s mediation.By introducing "law,reason and feeling",Effective combination of aspects breaks the situation of single means to re solve contradictions and disputes,which has high theoretical and practical significance.This article is divided into six chapters,mainly through literature research,case anal ysis,inductive analysis and other research methods,starting from the current situation of contradictions and disputes in Tianjin letters and visits and the difficulties in resolving c ontradictions and disputes,taking the years of work experience of Tianjin People’s Media tion Committee on letters and visits as a starting point,combining with typical cases,fo cusing on the study of people’s mediation participation in contradictions letters and visits.Successful experience and shortcomings in dispute resolution work are put forward.Targ eted countermeasures and suggestions are put forward to further establish and improve th e corresponding mechanism,and then policy suggestions with reference value are put for ward for innovating the social governance mode of "docking letters and visits with peopl e’s mediation" work in China.
