A Study On The Impact Of The Improvement Of Grassroots Social Governance Capacity In The Poverty Alleviation Demonstration Zone Of E-commerce In South Xinjiang

On November 29,2015,the Central Committee of the Communist Party of China and the State Council issued the "Decision on Winning the Fight against Poverty",which clearly stated that "the implementation of the E-commerce Poverty Alleviation Project" must be implemented.E-commerce poverty alleviation has finally become another important channel for poverty alleviation and rural e-commerce Another hot spot for development.Poverty has always been a major factor hindering Xinjiang’s economic development and grassroots social stability.E-commerce poverty alleviation is an important starting point and way to win a well-off society in an all-round way.While promoting the smooth escape of poverty in various regions of Xinjiang,it has also helped the improvement of grassroots social governance capabilities.In this paper,based on the study of Bachu County,which is located in the three prefectures of southern Xinjiang and serves as a comprehensive demonstration county for national e-commerce in rural areas,the implementation of the e-commerce poverty alleviation policy has conducted field investigations on the improvement of grassroots social governance capabilities,combining theoretical foundations.Based on the research results of various scholars,from the five dimensions of government policy implementation capabilities,rural economic development capabilities,rural public service capabilities,public order harmonious capabilities,and democratic political construction capabilities,construct an evaluation index system for grassroots governance capabilities.180 questionnaires were distributed to three representative townships.The questionnaires were distributed randomly and filled out on-site.A total of 168 valid questionnaires were returned.Interviews were conducted with 27 local people,government officials,and technical staff.According to the survey,it was found that the implementation of the e-commerce poverty alleviation policy has the most obvious impact on the improvement of the government’s ability to implement policies.It has a significant impact on the three dimensions of rural economic development ability,rural public service ability,and public order harmony ability.The aspect impact is the least significant.Then,from the internal objective factors and external environmental factors,the reasons for the restriction of capacity improvement are analyzed.Finally,according to the reasons analyzed by the survey,specific countermeasures are proposed:increasing the introduction and cultivation of talents;transforming the form of single-family planting to form a large-scale industry and expanding sales channels;establishing rural cooperatives to solve market docking issues and improve The scale of order-based supply and marketing;the government is the most governed body,and perfects effective policy formulation based on actual needs;establishes a fresh-keeping storehouse and improves outlet management and control models;exerts typical power to fully mobilize enthusiasm;increases financial support,adheres to special funds,and formulates corresponding benefits Policies to accelerate population gathering;rational use of the advantages of the provincial capital of Xinjiang to ensure sales and broaden the market.
