The people’s supervisor selection and appointment management system is an innovative system for the people to participate in judicial activities and supervise government power in an orderly manner.As a state organ exercising procuratorial power according to law,the procuratorial organ mainly undertakes many functions and powers such as investigating criminal responsibility,initiating public prosecution and implementing legal supervision.The people’s supervisor system aims to supervise the procuratorial organ’s case handling activities and ensure judicial fairness.Since 2003,the people’s supervisor system has been produced in the procuratorial organ for self supervision and case handling activities,and then transferred to the judicial administrative organ for management.Shandong Province is one of the provinces where the people’s supervisor system first participated in the trial operation,comprehensive implementation,pilot reform,and comprehensive development of the new supervision system reform.After 16 years of continuous improvement,the people’s supervisor system is in the procuratorial organ.The gradual transition from self supervision to external supervision has brought positive influence on the supervision of judicial power and the promotion of social fairness and justice,especially in the context of the new supervision system reform,further promoting the development of the people’s supervisor system and contributing an important force to the construction of the rule of law in Shandong.This paper uses the relevant knowledge of public management,around the theme of Shandong judicial people’s supervisor selection management system reform,with the background of the development process and reform practice exploration of the people’s supervisor system reform,first introduces the achievements of the people’s supervisor selection management system reform.Through the literature review and interviews with the personnel of the judicial administration related business departments and people’s supervisors,the outstanding problems in the reform of Shandong judicial people’s supervisor selection management system have been deeply studied,explored and precisely positioned,and the problems have been analyzed in detail,especially in the selection scope,selection procedures,supervision procedures,assessment and evaluation,laws and systems.By using the advanced management experience of Jiangsu Province and Inner Mongolia Autonomous Region for reference and building and improving similar systems with the United Kingdom,the United States and Japan,this paper discusses how to develop and improve the system of judicial people’s supervisors in Shandong Province,from encouraging the masses to participate in,building the selection process,building a professional team,establishing the mechanism of performance evaluation,improving laws and regulations,and facing the reform of the new supervision system directly.Some reasonable and effective suggestions are put forward.It has played an important role in promoting the development of the management system of the selection and appointment of the people’s supervisors in Shandong Province,providing a strong guarantee for the orderly participation of citizens in judicial activities and the supervision of the procuratorial organs in handling cases,laying a solid foundation for the maximum promotion of fairness and justice,and strengthening the supervision and restriction of the government power.
