In recent years,with the continuous acceleration of China’s urbanization process,social organizations and organizational styles have become increasingly diversified,presenting important challenges to the modernization process of community governance capabilities and governance systems.As the inevitable product of the urbanization process,the village-to-residence community has the dual attributes of community and village.It is a historical epitome of the conflict and aggregation of different social factors in the context of urbanization.Therefore,the study of village-to-residence community governance is representative and practical.Laiwu District,as an area where the level of urbanization has increased rapidly in recent years,the majority of the 29 urban communities are "demolition and relocation" type villages that have been established within ten years of establishment.There are element conflicts in various aspects of the community organization system,property rights relations,service mechanisms,and community culture.,Laiwu District has also introduced relevant policy systems,which have taken multiple measures in the areas of governance system,decision-making mechanism,property rights system,service model,and infrastructure,and have gained certain governance experience.Based on the theory of field theory,this paper analyzes the four unique attributes of the "village to residential" community from the four dimensions of space,ecology,structure,and management.By conducting an anatomical analysis of community governance practices in Laiwu District,a variety of social survey methods such as questionnaire surveys,data analysis,case studies and individual interviews are adopted to comprehensively analyze the current governance model from the three aspects of implementation background,subject,and content to summarize the unique governance experience of Laiwu District for the "village to residential" community.From the three fields of politics,economy and society,we deeply analyzed the practical problems existing in the fields of different roles,and summed up eight significant issues,such as unclear rights and responsibilities of action subjects,insufficient community governance capabilities,and lack of residents’ awareness of political participation.The cause of the problem is attributed to the imperfect collaborative system of field action subjects.Adhering to the "problem-oriented and precise policy" principle,I put forward 12 specific,practical,and operable countermeasures in four dimensions.The first is to strengthen field power,the second is to reshape field trust,the third is to establish a field community bond,and the fourth is to build a field mutual assistance network.Based on the field perspective,this article attempts to build a typical model of Laiwu District-changing field elements for public management services with a multi-participation model in order to provide benefits to domestic social governance practices.
