In 2016 the National People's Congress meeting,zhou qiang,dean of make a solemn promise to the people "in two to three years to basically solve the problem to perform",after three years of efforts to promote the national court,at the beginning of 2019,the Supreme Court declared,"the basic solve the execution" has achieved victory stage,completed milestones,next to solve practical execution direction.In the past three years,the execution departments of courts at all levels throughout the country have conducted a lot of exploration and practice on how to solve the problem of execution difficulty,improved the system and mechanism,innovated the working ideas,and strengthened the execution measures,so as to make the basic solution of execution difficulty a reality,which has been widely recognized by the society.However,as for the problem of "solving the difficulty of execution thoroughly" put forward by the Supreme Court,the court has only given the exploration direction of establishing a long-term mechanism to consolidate the results of "basically solving the difficulty of execution".However,in the past three years,many unsolved or new problems have been found.The author takes the execution of the municipal courts in F city,J province as the entry point,and the research method is based on the feedback data of the municipal quality and effect analysis system.Detailed data and charts are used to show the current situation of the court's execution work,and the reasons that hinder the complete solution of the execution difficulty are deeply analyzed.This paper puts forward some Suggestions to solve the current problems,and analyzes the possibility of solving the obstacles from the perspective of comprehensively promoting the reform of the implementation system,mechanism and mode,and constantly improving the implementation system.At the same time,it puts forward the practical significance of introducing the enforcement law and constructing the social credit system,hoping to help solve the difficulty of enforcement thoroughly.
