In Inner Mongolia,the land that can be redeveloped for agriculture is limited,and in order to protect the environment,the land that is not suitable for agricultural development will be withdrawn from agricultural management.Due to the large capacity of livestock in the whole area and the limited grazing land,the income of traditional grazing industry is slow.Relying on agriculture and animal husbandry to increase income,forming a large number of surplus labor and promoting the transfer of rural surplus labor can promote the economic development,industrial structure adjustment and improve the income level of farmers and herdsmen in Inner Mongolia.In the process of transferring a large number of rural surplus labor,due to the constraints of knowledge level,ideology and other factors,there are many problems in the spontaneous transfer of rural surplus labor,such as disorder and difficulty in safeguarding rights,so the government’s promotion behavior is particularly important in the transfer process of rural surplus labor in Inner Mongolia.This paper will first take Zhirui town of Chifeng City as an example to analyze the local government’s behavior and achievements in promoting the transfer of rural surplus labor Secondly,by explaining the actual situation of the grass-roots government such as Zhirui town government in promoting the transfer of rural surplus labor,the paper points out the problems existing in the political,economic,cultural and social aspects of the government in promoting the transfer of rural surplus labor and analyzes the reasons.Finally,in view of the problems found,the paper puts forward countermeasures,from the political point of view,to formulate a unified plan,change the concept of government development;from the economic point of view,to promote the adjustment of industrial structure,to promote the construction of urbanization;from the cultural point of view,to pay attention to improving the quality of workers;from the social point of view,to build a fair and open labor market,to improve the service capacity of the government. |
