Research On Fine Management Of Social Governance Leading By Grassroots Party

In 2017,the 19th National Congress of the Communist Party of China was held in Beijing.The year 2018 is the 40th anniversary of China's Reform and Opening up policy.At the same time as the reform and opening up has been further implemented,there are more and more social problems arisen.The main contradiction in our society has been transformed into a contradiction between the people's growing needs for a better life and the development of inadequate imbalances.It has become difficult for the existing social governance model to adapt to the needs of the times,and to meet the needs of people.As an important leading force in grassroots social governance,some grassroots party construction has the problems of empty organizational structure,slow operation mode,weak foundation,and imperfect guarantee mechanism,etc.The influence and leading power of party construction on grassroots social governance is somewhat blurred,weakened and marginalized.The main problems of this paper are as follows:What is the predicament facing grassroots social governance today?How does party construction lead the grassroots social governance?How to achieve precise governance?The author works at the Organization and Human Resources Bureau of Wuzhong High-tech Zone,has the convenient conditions for on-site observation and field visits and collects more abundant empirical data.This paper believes that faced with the contradiction of social governance in the new era,grassroots social governance urgently needs to be continuously refined under the leadership of party construction.This article takes the High-tech Zone of Wuzhong as an example to explore the practice of precise governance of party construction in leading grassroots society,explains the problems faced and analyzes the reasons.Combining the rich practical experience of the construction of the party construction demonstration site in the High-tech Zone of Wuzhong,the paper puts forward some suggestions about the "1+N+X" Party Group Service Circle Model for further improving the precise governance of party construction in leading grassroots society.The conclusion of this paper is that through the leadership of party organizations,the active participation of social organizations and co-work of community residents,it is helpful to create a new model and a new carrier for grassroots social governance so that the leading role of party construction can be exerted at a deeper level,that the efficiency of solving the problems of the residents can be improved,that grassroots society precise governance can be achieved,and that finally,party construction and grassroots social governance can achieve high-quality development in the same direction.
