Research On Legislative Comment System

The 19 th Congress of the Communist Party of China emphasized the importance of legislation and put forward the idea of "promoting scientific legislation,democratic legislation,legal legislation,promoting development with good laws,and ensuring good governance." General Secretary Xi Jinping also emphasized the content of ruling the country according to law in many conversations.From this we can see that the legislative issue has always been an important issue of concern to China.We need to actively respond to the call of the state,support and learn from the central government's major decision-making arrangements,to adapt to the new requirements of the new situation in the new era,innovation of legislative work mechanism.Improve the quality of legislation and provide a strong rule of law for the construction of central cities.The legislative review is analyzed by the Standing Committee of the Provincial People's Congress on the local regulations formulated by the city of the district,pointing out the advantages and disadvantages of the local regulations,so as to promote the improvement of the quality of the municipal legislation.This paper analyzes the concept of the legislative comment system,and expounds the status quo and problems of the legislative review system,and then proposes solutions to the corresponding problems.This article is divided into five parts,the content is as follows:The first part is the introduction,briefly introduced the research background and review system of legislation,and then introduces the current research status of the legislative comment system at home and abroad as well as the research methods and framework of the article.The second part is an overview of the legislative review system.It mainly expounds and analyzes the legislative reviews and their similar concepts,and clarifies the content and theoretical basis of the legislative reviews.Finally,it discusses the significance of the legislative review system in China.The third part is the status quo and existing problems of China's legislative review system.It mainly introduces the current status of the legislative review system and the main problems in it.The neutrality of the evaluation subject in the whole process of the legislative review remains to be studied.In the evaluation process,the public participation in the legislative results lacks effective response,the lack of scientific evaluation index and evaluation.The lack of innovative methods are analyzed and discussed seriously.The fourth part is the proposal to improve the legislative review system in China.It mainly proposes corresponding solutions to the obstacles and problems encountered in the process of establishing the legislative comment system from the aspects of expanding the scope of participation in legislative comments,scientifically setting evaluation indicators,and smoothing public participation channels.The fifth part is the conclusion.Through the study of the city's legislative review system,the business guidance relationship and work connection between the provincial and municipal people's congresses can be strengthened,and the districts can be targeted and purposefully assisted.The city improves the quality of legislation.
