| The report of the 19 th National Congress of the Communist Party of China depicts the overall thinking of the comprehensive opening pattern of China’s new era.The "Silk Road Economic Belt" and the "21st Century Maritime Silk Road"(referred to as the "Belt and Road")have become the 21 st century for connecting Asia and Africa.Inter-regional cooperation model.The proposal of “Belt and Road” construction conforms to the trend of world development and expresses China’s determination to deeply integrate into the world political and economic system.Central Asia is an important part of China’s great periphery diplomacy.Building the "Belt and Road" in Central Asia is an important decision for China to maximize the common interests of Central Asia on the basis of profoundly grasping the new trends of international politics and economy.However,the complex geopolitical environment in Central Asia and the unpredictable international situation have made the construction of the “Belt and Road” in Central Asia full of risks and challenges.Therefore,it is of great theoretical significance to carry out the pre-judgment and control of the geopolitical risks of the “Belt and Road” in the process of promoting Central Asia.This paper takes the "One Belt,One Road" construction in the Central Asian region as a research topic,and analyzes the possible impacts and risks of the "One Belt,One Road" in the promotion of China’s national interests in the Central Asia region,and explores the corresponding control and control.Solution.Accordingly,the research in this paper is mainly divided into four parts.The first part begins with the definition of related concepts,expounds geography,geopolitics,geopolitical risks,the construction of the “Belt and Road” and the five Central Asian countries.According to the dynamic and holistic characteristics of the geopolitical pattern in Central Asia Analyze the theoretical framework needs of the “Belt and Road” geopolitical risks facing Central Asia.The second part introduces the background and reasons for selecting the Central Asian region as the research interval,and comprehensively analyzes the geopolitical significance of the Central Asia region’s construction of the “Belt and Road”,including the geopoliticalbenefits of the “One Belt,One Road” objective region in Central Asia.As well as the subjective level of the Central Asian countries’ awareness and willingness to cooperate in the construction of the “Belt and Road”.The third part focuses on the systematic identification and analysis of the geopolitical risks and their factors in the construction of the “Belt and Road”,mainly from the four levels of bilateral political mutual trust,geopolitical geopolitical games,multilateral geopolitical relations and regional security risks.Through the decomposition of the extra-territorial risk environment in the Central Asian domain,the specific influencing factors are obtained.The fourth part is aimed at the geopolitical risks at different levels in Central Asia,and proposes the coping strategies in the process of “One Belt,One Road” construction,including formulating a comprehensive plan for resolving geopolitical risks in Central Asia,and promoting “people’s hearts and minds” through public diplomacy.We will build a multi-party co-construction mechanism and establish a regional security early-warning mechanism to provide a circumvention idea for the “One Belt,One Road” construction to properly cope with the geopolitical risks faced in the implementation of Central Asia. |
