Our Government’s Supervision And Correction Of The Rent-seeking Problem Of Social Intermediary Organizations

Social intermediary organizations are comprehensive social organizations that exist between the government and the market to provide services,communication,supervision and other functions for market economic activities.The emergence of social intermediary organizations effectively balances the difference between government supply and market demand.The inevitable outcome of China’s economic restructuring process.However,with the continuous development of the market economy,the transactions of social intermediary organizations have been continuously enriched.Since the Chinese government has not yet established a relatively sound supervision system for social intermediary organizations,some social intermediary organizations that are attached to the government have adopted rent-seeking behavior.To achieve vicious competition in the market,not only seriously disrupts the normal order of market operation,but also violates the fundamental interests of the government and the public.Therefore,based on the integration of the performance and harm of social intermediary organizations,this paper combines the actual supervision measures adopted by the Chinese government on the rent-seeking problem of social intermediary organizations,and through the questionnaire survey method,the government seeks rents for social intermediary organizations.The effect of the implementation of behavioral supervision was investigated.According to the survey results,the current government’s supervision of social intermediary organizations’ rent-seeking behaviors has four problems:improper supervision and management,imperfect legal supervision system of social intermediary organizations,imperfect government supervision mechanism and imperfect social supervision mechanism.In order to better improve the practical effect of the government’s supervision on rent-seeking behavior of social intermediary organizations,this paper puts forward specific correction suggestions from four aspects: management system,legal system,supervision mechanism and social supervision.First of all,the Chinese government should establish a sound management system for social intermediary organizations,which can be started from the aspects of macroeconomic regulation and control to avoid over-the-counter management and clear supervision duties to prevent the absence of supervision.Secondly,to improve the legal environment for the development of social intermediary organizations,China The government can supplement the existing legislation and formulate a specific legal system for various social intermediary organizations.Thirdly,in terms of improving the government supervision mechanism,the Chinese government can clearly define the regulatory body and regulatory functions,and expand the scope of supervision.Starting to improve the overall capacity of supervision;finally,in terms of social supervision,the Chinese government can effectively play the fundamental role of social supervision from the perspective of using new media to supervise social intermediary organizations and mobilize the public to supervise social intermediary organizations.
