Study Of Local Government’s Function In The Investment Process

Investment promotion refers to the activities of governments at all levels to attract foreign investment,which plays an important role in promoting local economic growth,increasing fiscal revenue and employment,optimizing industrial structure and investing in infrastructure.In order to promote the transformation,upgrade the local industries and accelerate the economic development,the local governments at all levels have regarded creating an environment that attracts capital and invites investment as an important function of themselves,since China started the reform and opening-up.They have carried out all-round measures by introducing preferential policies,providing public services and carrying out investment activities,which has achieved significant results.In this process,whether the governments can earnestly perform their functions or not is the key to the success of attracting investment.In this study,the author attempts to investigate and analyse the investment promotion in Yongjia County from the perspective of the county economy development by using the methods of literature material method,survey method and case analysis on the basis of research achievements at home and abroad.Through the investigation,the author finds out the problems existing in investment promotion.The author hopes that this study can work out some pedagogical suggestions on one hand,while on the other hand,it can provide a reference in driving the optimization of functions of local governments in investment promotion.Through investigation and research,the author finds that Yongjia County government has made certain progress by carrying out investment attraction work,however,there are some problems mainly existing in the following aspects: high cost-low efficiency and putting emphasis on quantity and recruitment instead of quality and service.What’s more,the governments have problems in landing contracted projects.And this thesis further analyzes the reasons behind the problems.The main reasons are that the pre-project work is not solid,the performance assessment system is not scientific,the business environment evaluation is not superior,and the effect of preferential policies is not obvious.At last,the author puts forward four measures to improve functions of the Yongjia County government in the investment attraction.Firstly,further plan the early stage of the project.Secondly,further improve the assessment and supervision.Thirdly,further optimize the business environment.Finally,further strengthen the factor guarantees.
