In the process of deepening the reform of the government and building a service-oriented government in an all-round way,optimizing the internal management system of government departments to improve operational performance is one of the key points.The Inspection Bureau of C City Tax Bureau of Inner Mongolia has set up a leading group of performance management,which is fully responsible for the performance management of the department,and has formulated the basic performance management plan,assessment plan,evaluation system and result application system of the Department under the unified guidance of the higher authorities.However,there are still some problems in the performance management of C City Tax Bureau: unreasonable design of the performance evaluation index system,imperfect performance management plan,lagging recognition and mode of counseling communication,imperfect performance evaluation system and insufficient application of performance results.In order to further optimize the performance management system of Inner Mongolia C City Tax Bureau,we can use the Balanced Scorecard to optimize the design of performance evaluation index system,strengthen the data collection and analysis work before the formulation of performance management plan,establish a smooth communication channel between upstream and downstream,improve the recognition of the importance of performance management counseling communication,and enrich the communication of performance management counseling.Methods;Perfect the performance appraisal process,optimize the appraisal method and cycle;incentive based on the results of performance appraisal,establish feedback appeal system and other aspects of optimization and improvement.In addition,in order to ensure the smooth implementation of the optimization and improvement measures,we should also build a department's performance management culture,strengthen personnel security and strengthen the use of digital personnel system.
