| Overall planning of economic and social development and ecological civilization construction to achieve harmonious coexistence between man and nature is a fundamental issue concerning human destiny,and also a common challenge facing all countries in the world.After the Eighteenth National Congress of the Communist Party of China,the government attached great importance to ecological protection,but the ecological environment of Qilian Mountain National Nature Reserve in Gansu Province was seriously damaged.Feedback from the Party Central Committee and the State Council on this issue clearly pointed out that the problem of "one land,two certificates" of forests and grasses in Qilian Mountains is an important institutional mechanism cause of ecological damage,which must be solved vigorously.Confirmation of forest and grassland "one land,two certificates" is an important ecological management work,which needs the cooperation of multiple government departments.Aiming at the problem of government coordination in the management of forest and grass "one land,two certificates" in Qilian Mountain Nature Reserve,this paper first constructs a theoretical analysis framework of government department coordination in the process of confirming the right of forest and grass "one land,two certificates",that is,based on the theory of holistic governance,from the four dimensions of the main body of coordination,the goal of coordination,the form of coordination and the driving force of coordination,puts forward the theoretical points of this paper.Analysis of the framework.Secondly,this paper describes the current situation of confirming the right of forest and grass in Qilian Mountain Nature Reserve.Thirdly,the problems and reasons of cross-sectoral collaboration in the process of governance are analyzed and studied by using the theoretical frameworkconstructed.Finally,the paper puts forward some countermeasures and suggestions on strengthening subject integration,target integration,information integration and process integration in the confirmation of forest and grass rights in Qilian Mountain Nature Reserve. |
