Research On China's Concept Of Asian Security Governance

Security issue is an enduring topic in international politics.Security governance is the governance of security issues in global governance,and it is a concept accompanied by globalization.As an effective way to deal with global security issues,security governance has the characteristics of diversification of subjects,decentralization,democratization and diversification of participation,breaking national boundaries,and more comprehensive governance content.Influenced by the background of the times,cultural traditions,interests and other factors,although the concepts of security governance produced by different times and actors are different,these concepts of security governance have more or less become the forerunners of specific security governance activities.In the late 1970 s and early 1980 s,especially after the end of the Cold War,the world's multi-polarization,economic globalization and regional integration have developed in depth,and the security situation in Asia has generally improved.However,with the growth and spread of non-traditional security factors,the security situation is more severe and complex,and the deficit of peace and development governance is highlighted.The traditional concepts of security governance,such as unilateralism,hegemonism,balance of power,strategic deterrence,alliance and absolute security,cannot adapt to the new situation of Asian security governance because of the defects in the theoretical paradigm,together with the challenges of information technology revolution,non-state actors,democratization of international relations,expansion of security structure space and non-traditional security.Providing ideas for dealing with difficulties,the emergence of new security governance concept has become the demand of the times.The process of China's participation in regional security governance can be roughly divided into two stages: from the basic non-participation at the beginning of the founding of New China to the limited participation before the Reform and Opening-up;from the active participation after the Reform and Opening-up to the full participation at present.After the Reform and Opening-up,in order to meet the requirements of the times and solve the common problems of security governance,starting with the second generation of central leadership collective with Deng Xiaoping as its core,the central leaders of successive dynasties have put forward "The Strategic Thought of Peace and Development","New Security Concept"," The Concept of a Harmonious World ","New Asian Security Concept " and " The Concept of a Community of Common Destiny" successively.A series of new concepts of security governance concepts put forward by China with rich connotations.They seek security through development,cooperation,attention to comprehensive security and common security.They transcend traditional security governance concepts in theoretical realm,provide China's solutions for promoting global governance reform,and contribute China's wisdom to solving the problem of human peaceful development.
