Research On The Legal Regulation Of Public Safety Of Unmanned Aerial Vehicle

In the fast-changing technology of UAVs,UAVs are widely used in various fields,such as military operations,search and rescue,agricultural plant protection,marine monitoring,geological exploration,personal entertainment,etc.,bringing convenience to people’s production and life.At the same time,with the rapid development of technology,the disorderly flight problem of UAVs has brought new challenges to public safety.The public safety hazards existing during the operation of UAVs are mainly reflected in the fact that disorderly flight affects the aviation order;the fuselage or attachment falls to infringe on the personal rights and property rights of others.However,by analyzing the current situation of legislation,supervision and safety accident handling of UAVs in China,it can be found that the relevant legislation of UAVs is mostly the normative documents promulgated by the Civil Aviation Administration,the legal rank is low,and the legislation in many fields is still in a blank state.Moreover,the supervision of UAVs still needs to be implemented,and the legal rules for handling accidents of UAVs need to be further clarified.Therefore,perfecting the public security legal regulation of UAVs is of great significance to social production and life.It is urgent to conduct a comprehensive and systematic study and analysis of this issue.In this regard,on the basis of reasonable experience of the public security legal regulation experience of UAVs,combined with the actual situation in China,the following suggestions are proposed for the construction of UAV public security legal regulations: by improving the public safety legal system,clarifying the operation supervision mode of UAVs,and defining legal rules of safety accident handling of UAVs to legally regulate UAVs,Which is carried out to protect social public safety and ensure the orderly operation of UAVs.
