| Reform of the business system is one of the most important contents in deepening the socialist market economic system.The narrow definition of business system refers to business registration system,that is,the legal action of the parties to apply for business matters to the registration authority of the place of business and to be examined and approved by the registration authority in accordance with the contents and procedures of the relevant laws,and the legal acts registered in the business register are commercial subjects.18 th Party Congress proposed reform of the business registration system from the previous "value approval more than supervision" to "value supervision more than approval " which changed its functions.Therefore,the reform of the broad definition of business system is carried out by reducing entry barriers,simplifying registration procedures,innovating supervision methods,and providing quality services.The business system discussed in this article refers to the broad definition of business system.The business system reform is growing vigorously in the various regions at present,but there are still have some problems,such as have few measures to meet needs of society and public requirements,single supervision mode and low efficiency of law enforcement,insufficiency use and excavate of data resources.How to solve the problem the above issues during the business system reform to build a more efficient,orderly,convenient and satisfactory service-oriented government are very severe issues.This paper based on holistic governance theory and service-oriented government theory create a framework for analysis,and analyzes the multiple dimensions of Chengdu’s business system reform case through reference literature,in-depth interviews,data collection,and theoretical research.This paper begins with the reform needs,analyzes the needs of the development of socialist market economy,cost reduction,efficient government development.Secondly,in terms of the government functions transformation,this paper analyzes relaxing of the administration license,strengthen supervision and management,provide outstanding service that“service-oriented government” need to do.Then this paper analyzes the planning,system and application of the data service market mechanism in the application of the data service market mechanism.Finally,through the above analysis,this paper concludes the followingideas and enlightenment.Finally,we get ideas and inspiration through the above analysis,our government needs to emphasize government services based on the feelings of the people,to establish a system as a guarantee and to re-establish the dominant position of the market.Secondly,it needs to innovate supervision methods,to consolidate the regulatory concepts,to clarify the regulatory departments,and to broaden the supervision approach.At last,it needs to strengthen the construction of informatization,strengthen the collection of information,promote the modernization of governance capabilities,and strengthen the application of information. |
