| Deepening the comprehensive law enforcement reform of the cultural market is a major decision made by the CPC central committee and the State Council,and an important measure to promote the sustained,steady and healthy development of the cultural market and transform government functions.The reform has built the internal structure of the comprehensive law enforcement agencies in the cultural market,and improved their law enforcement effectiveness in the process of law enforcement.In addition,the maintenance of the order of the cultural market combines the social and economic benefits of the cultural market,and promotes the combination of the two to achieve an organic and unified whole.As an important and major law enforcement department in the field of national ideology,the comprehensive law enforcement department of the cultural market plays an important role in the rule of law system.It is of great and far-reaching significance to do a good job in the comprehensive law enforcement work of the cultural market to create a good social and cultural environment and build an excellent socialist culture.Based on the theory of government regulation and the theory of service-oriented government,this paper applies the empirical research method and literature research method.On the basis of existing research,the concepts of cultural market,comprehensive law enforcement and comprehensive law enforcement of cultural market are clarified.Taking the comprehensive law enforcement of the cultural market in Shenzhen Guangming district as an example,and using the method of data analysis to analyze the current situation,this paper analyzes some problems existing in the comprehensive law enforcement of the cultural market in Shenzhen Guangming district.Second,weak law enforcement;Third,the law enforcement personnel’s professional level is low.The main causes of these problems are: the lack of legal basis for comprehensive law enforcement in the cultural market;Inadequate law enforcement system;The training system for law enforcement personnel is not perfect.Based on the experience of comprehensive law enforcement in the cultural market of Shanghai and hangzhou,this paper puts forward countermeasures and suggestions on improving the construction of legal system,the construction of law enforcement departments,the construction of law enforcement organizations and personnel.It is hoped that the above measures can further optimize the comprehensive law enforcement of the cultural market in Shenzhen Guangming district,and play an exemplary role for other cities. |
