The police are the key force to maintain the stability of regime,the safety and property of people and social justice.The policing is a series of official activities related to the police.Policing building is an important part of the state's governance system and one of the key initiatives to improve the state's capacity of governance.For post-conflict states,the power vacuum caused by conflicts needs to be filled as soon as possible,the social order needs to be restored.Therefore,Policing building is one of the most important goals of the state's building activities in postconflict states.If the policing can not work well,the country will breed various governance problems and fall into conflict situations again,even become a sever threat for the international security.In view of this,in recent years,the international security academic community has paid more and more attention to the issue of policing building in post-conflict states,However,Chinese public security academic circles pay less attention to this.Therefore,this article is dedicated to conduct more in-depth research in this area.In recent years,with the profound changes among international power system,the international security situation has become more complicated.People has suffered lots of security problems such as terrorism,transnational crimes and Extremism thoughts which requires the global governance system to make a change to deal with the challenges,especially the security governance capacity of post-conflict states.However,reviewing the existing policing building cases in post-conflict states,although which has made some achievement,there are also many common problems such as low efficiency,lack of supports from natives,misalignment between the policing ideas and practice,etc.Considering of this,how to build a police system in postconflict states today with increasingly prominent security issues has become a new requirement for the international community in the context of the reform of the global governance system.This article is based on Xi Jinping's global security governance theory and public security management theory,attempting to explore the theoretical and practical issues of policing building in post-conflict states guided by the ideology of building a community with a shared future for mankind.Firstly,it starts with the basic concepts and connotations of policing building in postconflict states,and theoretically clarifies the necessity and legitimacy of policing building in postconflict states.Secondly,it studies four typical cases which including Sierra Leone,Afghanistan and Haiti,etc.For understanding the specific actions of policing building in post-conflict states led by different external actors such as the United Kingdom,NATO and the United Nations,etc.Thirdly,summarizing the merits and common problems of those cases.Finally,proposing the Chinese idea and approach for improving the policing building in post-conflict states.Which including sticking with the guidance of the community with a shared future for mankind idea;supporting the multilateral participation framework;absorbing informal judicial rules;recruiting and forming a suitable aid team;conducting the community and intelligence-led policing model;establishing an pullout mechanism;mobilizing stakeholders' participation and attaching importance to the coordination and matching in the governance.
