As a concept of modern criminal law,the crimes of endangering public safety didn't have the similar system or the titles in Qing Dynasty.However,the conducts of endangering public safety have been existent since ancient times.The rulers in each dynasty came to realize the dangers of such crimes and tried to make some laws to restrict them.Nevertheless,no system could be formed.My paper gives these scattered crimes against public safety a title called the crimes of endangering public safety of kind.The Great Qing Legal Code,based on the legislation experience of the previous dynasties,had comparatively integral legislations.Although it was dispersive in sections and unsystematic in a way,generally it reached a level of which the crimes were concrete with a great variety and formal strictness,furthermore it contained a sense of modern ideas of legislation.At the same time,it had been well carried out in social practice,playing a role of intensifying feudal ruling and maintaining the social steadiness.With the changes of society and the development of history,some laws and regulations began to fall behind gradually.To make up their deficiencies,the legislators had been adopting the ways of amending the related articles or had been judging the cases by analogical methods.Such activities hadn't stopped until the Reform Movement of 1898.In the end,during the process of legal modernization,the crimes of endangering public safety of kind had been evolved into modern crimes of endangering public safety.
