Study On The Legislation Of China’s Film Since The Reform And Opening-up

The three character of film(propagation,merchandise and art)makes it a special kind of cultural product and receives special attention by the government.As a kind of legislation in force of the state to ensure the implementation of the activities,film has formed a two-way interactive relationship with the development of the film industry.On the one hand,the change of film legislation the development of the film industry to promote the norms,guidance,etc.different role,on the other hand,changes in the film industry and film to the legislation of has new requirements for.1979 years,China’s film industry has experienced adjustments from within the system to the market open to the historical stage of industrial development,the film also has legislation the micro management to macro regulation of the transformation of.on November7 th,2016 "Film Industry Promotion Act" has opened a new page in the development of the film industry.Under this background,this paper aims to clarify the history of film legislation and the development of the film industry,to explore the characteristics of China’s film legislation,and to further explore the film industry in China through the combing of the laws and regulations of thefilm industry since the reform and opening up,the historical research of the film industry development What weaknesses exist in the legislation,and the final reflection and put forward development proposals.Specifically,this study is divided into four parts:First of all,through combing the laws,administrative regulations,departmental rules and normative documents of the film at the central level from 1979 to now,it clarifies the development of the film legal system since the reform and opening up and the present situation of the film industry legislation.And from the legislative main body,the legislative branch,the content classification and so on carries on the analysis.Secondly,the history of the development of the film industry since the reform and opening to the world,divided into three stages,summed up the period of important changes in the film industry during this period and summarize the legislative characteristics,legislative background,legislation,legislative content,legislation Evaluation of four important points of the legislative document interpretation,which focuses on the "Film Industry Promotion Law."Thirdly,the paper summarizes the characteristics of the development of Chinese film legislation from four aspects and the reasons and processes of the formation of this feature.Finally,to find out what weaknesses exist in China’s film legislation,to reflect on it and put forward development proposals.
