Since the reform and opening up,China’s social and economic development has achieved world-renowned achievements.The gradual establishment of the market economy and the accelerating urbanization process have made our social structure constantly optimized.However,regardless of the existing economic structure or the distribution of population,China is still a large agricultural country.For the time being,China’s rural population has remained at around 900 million people for a long time,and it still accounts for a large proportion of the total number of people in China.Therefore,from this aspect,the development of the "three rural issues" is closely related to the national economy and people’s livelihood.Comrade Xi Jinping clearly emphasized in many meetings that rural grassroots organizations are the foundation of the party’s work and combat effectiveness and the core force for leading the people to build a new socialist countryside.From this we can clearly see that the Party Central Committee attaches great importance to the work of “ agriculture,rural areas and farmers”,which also proves from another aspect that the work of“agriculture,rural areas and farmers”plays an important role in safeguarding the country’s long-term stability.For the issue of“agriculture,rural areas and farmers”,maintaining the stability of the rural social and political ecology and protecting the legitimate rights and interests of farmers is the primary responsibility of grassroots organizations.If this problem is not handled well,it will likely cause dissatisfaction among the masses of peasants.This in turn affects the stability of rural society.In recent years,with the party and the state’s constant attention to the work of the "three rural",especially the party Central Committee proposed to achieve agricultural modernization in 2035,prompting the country to continue to tilt toward the "three rural" areas in terms of policies and funds,some long-term problems Rural development issues have been resolved quickly.At the same time,however,the crimes related to agricultural work have been accompanied by the country’s largeinvestment in the fields of agriculture,rural areas,subsidies,dilapidated houses,agriculture-related projects,etc.,and have been intensifying in recent years.Increasing the anti-corruption efforts at the rural grassroots level has important practical significance for promoting the pace of agricultural modernization construction,maintaining the stability of rural social political ecology,and protecting the legitimate rights and interests of the broad masses of peasants.At present,the crimes related to agricultural duties are characterized by complex subjects,grouping,partnership,diversification,and wide-ranging objects.The causes of crimes involving agriculture-related jobs include the weak legal concept of rural cadres and the lax management of the system,especially the confusion of financial management,and the lack of efforts,resulting in frequent such crimes.Therefore,in the prevention of crimes related to agricultural duties,we must implement the principle of people-oriented and strict law enforcement,increase the punishment of crimes involving agriculture,standardize rural financial supervision mechanisms,strengthen the rule of law of grassroots people,and strengthen the grassroots inspection system within the party.In various aspects,we will improve the new mechanism for preventing crimes involving agricultural duties,with a view to effectively curbing the incidence of crimes involving agricultural duties.This paper is divided into the following five parts:The first part is the introduction,which mainly introduces the reasons,meanings,ideas and methods of this paper,the current research status and the key points and difficulties of the research.The second part is an overview of the crimes related to agriculture,mainly including agriculture.The concept of duty crime and the subject identification of crimes related to agricultural duties;the third part is a detailed introduction to the status quo and characteristics of crimes involving agriculture in W County.The content mainly includes the basic process of this research,the status quo of the crimes related to agricultural duties in W County and the characteristics of such crimes;the fourth part is mainly to analyze the causes and harms of crimes involving agricultural duties in W County.This paper analyzes the causes of such crimes from the subjective and objective factors of agricultural crimes,and expounds the social harmfulness of suchcrimes from three aspects:hindering rural economic development,affecting rural political stability and impeding rural social and cultural development.The fifth part puts forward its own countermeasures and suggestions on crime prevention in agriculture-related duties.
