At the beginning of the establishment of modern civil servant system,"permanent system" has been regarded as its important system connotation.After the 1970 s in the west,the new public management movement challenged the "permanent" system of civil servants,and a more flexible and mobile public personnel system became the orientation of reform in many countries.But for a variety of reasons,reforms in many countries do not touch the foundation of a permanent civil service.In China,the unsound withdrawal mechanism of civil servants and the unsmooth operation result in the phenomenon of "permanent employment" of civil servants in fact,resulting in such undesirable problems as job burnout,increasing self-serving behavior,the lack of mobility of civil servants and the weakening of public management efficiency.As an important means to break the phenomenon of " permanent employment " of civil servants and improve China's civil servant system,unblocked exit channel of civil servants is of great significance for optimizing the current situation of China's civil servants and improving the overall service efficiency of the government.However,at present,the current situation of China's civil servant withdrawal system is not optimistic.The phenomenon of "permanent employment" leads to frequent "lazy politics" and "hiding from politics".The overall vitality of civil servants is low,and corruption such as rent-seeking occurs from time to time.On this basis,this article through to the present stage our country civil servants in the widespread phenomenon of " permanent employment " the harm of " permanent employment " phenomenon and the cause of indepth study,and the system of civil servants to exit,books data are arranged in the existing literature,has been clear about the problems existing in the current system of civil servants in our country exit,ultimately determine the governance " permanent employment " dilemma,break the perspective of civil servants "iron rice bowl" ideas to perfect the current system of civil servants to exit the research direction.Based on the analysis of previous summary data and real cases occurred in recent years,found that the current,which results in the our country civil servants " permanent employment " phenomenon is difficult to get the radical reason mainly is: in the aspect of cultural ideas and traditional Confucian "ranking" and "culture influence the cause of the government personnel long-term use" limited flexiblization reform ",treat the problem often choose to suppress problem rather than solve the problem,"being" of civil servants is difficult to be cleared for a long time out of the civil servants;From the perspective of system,the establishment of modern civil servant system in China is relatively late,and the transition between the old and new civil servant system does not completely clear the exit channel of civil servant,and the marginal adjustment effect generated by the transition of system exists for a long time.On the policy level,due to the nature of their profession,civil servants have naturally acquired vested interests attached to their profession.Civil servants themselves have a conscious cognition of the possession and maintenance of such interests,and it is difficult to eliminate the vested interests of civil servants.Faced with these difficulties,this paper attempts to put forward countermeasures and Suggestions to break the "iron rice bowl" concept of civil servants and smooth the "exit" of civil servants.The second is to improve the assessment method,break the principle of negligence," permanent employment " "idle" and other "non-negligence" factors into the assessment system;Third,eliminate the vested interests of civil servants,standardize the operation of public power,implement public servants income disclosure,eliminate gray income;Fourth,we will expand oversight channels and establish an exit system for public servants.
