Research On The Legal Regulation Of Crowd-funding For Internet Public Welfare In China

Since Premier Li Keqiang proposed in his government work report that we should develop the "Internet+Action Plan",the "Internet+is creating ubiquitous innovations to change our production and lifestyle,and public welfare fund-raising is one of the important tools for the innovation and development of public welfare organizations in the Internet era,playing a positive role.With the development of social media and the emergence of network portals,the popularity of mobile Internet has influenced our life in a subtle way.While changing our way of life,it has gradually changed the new pattern in the field of public welfare and charity.Many small and medium-sized public welfare organizations participate in the market competition by establishing public welfare platform through the Internet,gathering small forces,which has brought impact and challenge for building public welfare for the whole people.In recent years,with its high transparency,high efficiency and creative attraction,the Internet public welfare platform has constantly changed the development direction of traditional public welfare charities in China,especially in the face of sudden disasters or poverty relief events can make rapid response,arouse wide social influence,and gradually attract the attention of the public.However,in the development process of Internet public welfare fund-raising,it also reveals its own shortcomings,which have caused negative effects.In 2016,the parties obtained sympathy from the public by concealing the true situation and exaggerating the illness.In 2018,the "Mass Funeral Funeral Fee Incident" let the public pay for their illegal activities.After the media exposure,these typical incidents have no relevant legal punishment mechanism,except for the results of project closure and fund return.There are gaps in the public welfare fund-raising system in China.Public welfare fund-raising has opened up a new development in the field of public welfare and charity,so how to improve the public welfare fund-raising system and ensure the healthy development of public welfare fund-raising is the focus of this paper,especially important.This paper is divided into five parts to elaborate on this issue.The first part is the introduction,which mainly explains the reasons for this paper through the research significance and research background,as well as combing and summing up the relevantliterature on the issue of public welfare fund-raising in our country,and finally explains the research methods and innovations of this paper.The second part is the public welfare fund-raising of the Internet in our country.Basic overview,through the analysis of the relevant concepts of public welfare,the definition of public welfare is elaborated.Secondly,the characteristics of public welfare are discussed.Finally,the necessity of the development of Internet public welfare in China is emphasized.The third part is the analysis of the current situation,mainly analyzing the reasons for the development of public welfare in China.The fourth part mainly elaborates the realistic contradictions and existing problems,legal system problems,fund management problems,information disclosure problems,personal information protection problems,etc.The fifth part is to write solutions to these problems,improve relevant laws,build information disclosure mechanism and credit system,and strengthen funds.Finally,it summarizes the full text and looks forward to the future.
