Voluntary service is an important symbol of social civilization.In the report of the 19 th national congress of the communist party of China,new requirements and expectations for the development of voluntary service are put forward,namely "promoting the integrity construction and institutionalization of voluntary service,strengthening social responsibility awareness,rule awareness and dedication awareness".Enterprise voluntary service is the product of the development of voluntary service and diversified subjects.the development of enterprise voluntary service is not only the new requirement of social situation development for enterprises,but also the need of realizing its own sustainable development.As an important way to take on corporate social responsibility,corporate voluntary service has attracted more and more enterprises’ attention,and has also become an important part of the development of China’s voluntary service.As the economic pillar of the country,state-owned enterprises not only play an important role in stabilizing social economy,but also play an irreplaceable role in serving society.The special economic position,political position and social position of state-owned enterprises in the country and society determine that state-owned enterprises should not only take on the responsibility of the pillar of national economy,but also actively fulfill the social responsibility of corporate citizens.State-ownedenterprises have generally established youth volunteer organizations which are specifically responsible by the communist youth league organizations,and they are regarded as important ways for state-owned enterprises to take on social responsibility,increase brand value and improve enterprise cohesion.However,compared with the vigorous development of youth voluntary service,the social voluntary service carried out by state-owned enterprises still has some problems in incentive mechanism.This article systematically combs and deeply analyzes the development of voluntary service in state-owned enterprises,and puts forward countermeasures to carry out incentive mechanism of social voluntary service in state-owned enterprises from aspects of legal system construction,tax incentive mechanism and management mechanism,so as to achieve multi-win effect of enterprises,youth and society.
