Analysis On The Path Of The Public Service Purchased By The Government In Security Housing District Under The Logic Of Welfare Governance

Just as the western academic circle frequently studies the welfare governance in parallel with the government's purchase of public services,the government's purchase of public is a key link of welfare governance and social welfare transmission.Also,the area of social housing has become an important research field of social policy because of the large number of social vulnerable groups.The two are closely linked due to the communication and demand of social welfare services,and the concept of welfare governance runs through the whole process,making homeopathy the foothold of this study.This paper puts forward the concept of "government purchasing public services in the area of social housing".This paper attempts to use the biaxial interaction theory of "government purchasing public services" and "affordable housing" to clarify how to promote social organizations to get involved in community welfare governance through public service outsourcing in China,so as to extract a reasonable way to purchase public services in the security housing district.Firstly,this paper analyzes the theoretical source of "welfare governance" to clarify its theoretical significance and the internal context of theoretical evolution.Secondly,this paper builds a model of influencing factors for the government to purchase public services by referring to the experience of relevant typical cases at mainland and abroad.Finally,using the case analysis method,from the four angles respectively carries on the thorough analysis to the " government purchases the public service in Daishan social housing area ",and has carried on the analysis and the discussion to the question and the reason which meets.Through analysis,it is found that there is a "gap between supply and demand" between the public services provided in the affordable housing area,and the "welfare trap" phenomenon of vulnerable groups is still hard to avoid.Finally,this paper proposes the construction of the path for the local government to purchase public services from four aspects,including the construction of institutional framework,the construction of participants,the financial security system,and the construction of incentive and supervision mechanism.Through the path construction of the above four levels,the author hopes to answer the question of "how to improve residents' welfare by purchasing public services through the government of affordable housing area under the logic of welfare governance".
