Study On Network Public Welfare Accountability From The Perspective Of The Stakeholder Theory

The 2017 China Internet Public Welfare Development Report pointed out that China's network public welfare development has entered the 3.0 stage,and the network and public welfare have gradually merged into one.The combination of the innovative genes of the Internet and the charity of the public has continuously promoted the iterative development of network public welfare.At the same time,issues such as cyber fraud and donation incidents,illegal use of charitable donations,etc.have pushed network public welfare to the cusp of public opinion,and the accountability of network public welfare has become increasingly important.The accountability are also constantly emerging and has become a bottleneck restricting the development of network public welfare.In recent years,many network public welfare accountability practices have shown that the issue of network public welfare is rooted in the interest issue.Accountability cannot be separated from the effective participation of multiple stakeholders.Studying the stakeholder dilemma of network public welfare and analyzing the internal causes is the key to improve the current state of China's network public interest accountabilityIn this paper,based on the research route of 'problem-analysis-solving problem',on the basis of collecting a large amount of research materials related to network public welfare accountability,the paper first discusses the research background significance of the article,the research status at home and abroad,and propose how to improve the accountability of network public welfare.The second chapter defines related concepts such as network public welfare and public interest accountability,and puts forward the research theory of stakeholders.And then constructs the theoretical analysis framework of stakeholders to study the public interest accountability of the network,and lays the theoretical foundation of the article.The third chapter is based on relevant legal policy analysis,questionnaire survey,field visits and interviews,and conducts a realistic investigation of the accountability of stakeholders such as government,enterprises,charitable organizations,beneficiaries,donors,media,etc.And the article find some accountability dilemma,such as the system of responsibility is imperfect,the main body of accountability is uneven,the object is unknown,the accountability procedure is out of order,and the accountability results are insufficient.The fourth chapter uses the stakeholder research framework to analyze the stakes of stakeholders and network public welfare projects,the trade-offs of interests in network public interest accountability,and the multi-subjective interest game,impact on the development of the network public welfare system and the implementation process of accountability.And then propose to improve the network public welfare accountability from the main body level,process level,system level and environment and security mechanism,improve the status quo of network public welfare development,and promote the development of network public welfare.
