Research On Occupation Moral Construction Of The Grass-roots Civil Servants In Hui'an County

Since the 18 th CPC national congress,Under the background of being strict in Party discipline and comprehensively governing the country by law,it's a new normal for the party and government to rigorously manage the cadres.The construction of civil servant's professional ethics is an indispensable part of the entire process of government management.It has an important influence on government's administrative efficiency,administrative benefit,administrative effect and administrative efficacy.To investigate the moral quality of grassroots civil servants in the new situation,It is of theoretical significance for enrich the theory of government organ construction,to understand the current situation of the construction of professional ethics,find out the problem,and analyze,and actively find ways to solve the problem of the construction of professional ethics of grassroots civil servants.However,the bottleneck encountered in hui'an County during the construction of grassroots civil servants is also plagued by other parts of China to some extent.Therefore,take hui'an County as an example.it offers a good reference to the development of other regions during the process of researching on the construction of professional ethics of grassroots civil servants,looking for the existing problems and puting forward countermeasures.The research object of this paper is the construction of professional ethics of grassroots civil servants in hui'an County.The paper analyzes and analyzes the current situation of the construction of professional ethics of grassroots civil servants in hui'an County by consulting and sorting out the information on the construction of professional ethics of grassroots civil servants in hui'an County,and on the field visits and grassroots cadres interviews.The practice of promoting the construction of professional ethics of grassroots civil servants in hui'an County includes strictly observe education and training,prominent Typical demonstrations,innovate carrier methods,establish integrity system,and strengthen oversight and accountability.The main problems in the construction of professional ethics in hui'an County are discussed.The education and training is not comprehensive,the system design still needs to be improved,and the supervision system is not perfect.From ideological understanding and system formulation,this paper analyzes the reasons for the problems in the construction of professional ethics.On this basis,it puts forward the perfect countermeasures from four aspects: strengthening ideological construction,strengthening institutional construction,and strengthening system construction.
