With the rise of the new public management movement in the 1970 s and 1980 s,a wave of government reform has been set off in various countries.Driven by this wave of world reform,the central government has put forward a new goal of reforming the government-building a service-oriented government.Domestic scholars have made fruitful achievements in the practice and theoretical discussion of building an efficient service-oriented government.As an important functional department with the closest relationship with the masses,which is responsible for ensuring the safety of people's lives and property and maintaining social harmony and stability,the public security organs must respond to the call of the Central Committee of the Party,speed up the transformation of their functions in accordance with the overall deployment requirements of deepening public security reform,adhere to the people-oriented principle,earnestly achieve the goal of "establishing police for the public,enforcing the law for the people",and provide high-quality public services to the masses.We will play an active role in promoting the construction of a service-oriented government.Based on the background of the construction of service-oriented government and the theory of new public service,this paper combs the achievements and problems in the process of public service supply in police stations,which has a strong guiding significance for improving the public service level of grass-roots public security organs.Public security police station is the grass-roots organization of public security organs.It undertakes the most basic and important work of the whole public security system.It is in the basic and leading position in the whole public security work.It is the Department that contacts the masses most directly and frequently and provides the most basic public services for the masses.Taking Fengze District Public Security Police Station in Quanzhou City as an example,this paper introduces the public security police station by means of literature search and case analysis,starting from three aspects: public service supply,function orientation of public security police station and relevant research of grass-roots public security police station.On the basis of explaining the core concepts of public service and public service of police,the paper introduces the public security police station by taking police reception and household registration window as an example.Public service process,to explore the Fengze District Public Security Police Station in the process of providing public services in three aspects of supply content,supply capacity,supply object,and in-depth analysis of the causes of the problem,combined with the actual put forward effective measures to improve the supply of public services,to explore the role of grass-roots public security organs in the construction of service-oriented government function transformation process has a very important role.Strong practical significance.The full text is divided into five chapters: The first chapter is the introduction,which mainly introduces the research background and significance of this paper.It combs and summarizes the current situation,theoretical orientation and practical situation of public service supply of grass-roots public security organs from three aspects: public service supply,function orientation of public security police stations and related research of public security police stations.The research methods and innovations lay the foundation for the follow-up of the paper.The second chapter mainly introduces the public service,the content of public service,the public service of the police and the police station,and further elaborates the theoretical basis of the public service supply of grass-roots public security organs.Chapter III briefly describes the basic situation of Fengze District Public Security Police Station,introduces the basic content of public service of Fengze District Public Security Police Station,and then lists the supply process of two types of public services.Chapter IV explores the existing problems and causes of public service supply in Fengze District Police Station from three aspects of public service content,supply capacity and supply objects.Chapter 5 explores the countermeasures to improve the public service of grass-roots public security organs from the perspectives of public service subjects and public service objects,trying to clarify the main responsibilities of public service of public security organs,optimize the allocation of police resources of grass-roots public security organs,attach importance to the psychology of police,effectively deal with job burnout,broaden the channels of interaction between police and citizens,and maintain smoothness;and strengthen the expectation management of service providers.Reasonably,it is feasible to study ways and means of strengthening public participation in public services.
