Study On The Role Of Government In Industry-University-Research Cooperation In Xiamen

Industry-university-research cooperation is not only the basic way to realize national innovation,but also the key to promote national independent innovation.It is also an indispensable part of the national scientific and technological innovation system.In the process of innovative development of industry-university-research cooperation,the government plays an important role and plays an indispensable role.This research mainly uses the research methods such as literature method,comparative method and case analysis method to study the role of government in the industry-university-research cooperation on the basis of the triple helix theory.This study combs and analyzes the status quo of the government role in Xiamen's industryuniversity-research cooperation,and concludes that the main body of industryuniversity-research cooperation under the guidance of Xiamen's government is not enthusiastic,there are contradictions between supply and demand,the effect of industry-university-research cooperation is not good,and the level of industryuniversity-research cooperation is low.The reasons for the government are also analyzed.Through drawing lessons from the government role experience of the United States and Japan and other developed countries in the Industry-University-Research cooperation,we can gain enlightenment from it,and then put forward suggestions for the improvement of the government role in the industry-university-research cooperation of Xiamen City.We believe that the Xiamen Municipal Government should strengthen government guidance,increase investment in science and technology,and strengthen communication and coordination services in the Industry-UniversityResearch cooperation.We should strengthen the construction of cooperation platform and improve the incentive mechanism for talents.On this basis,this paper draws the conclusions of this study: firstly,the role of the government in the innovation of industry-university-research cooperation should adhere to the basic role of the market and the principle of legalization and proceduralization;secondly,the rationalization of the role of the government requires the government to carry out mechanism innovation;thirdly,the transformation of the role of the government needs legal means and economic.And administrative means and other means to promote joint efforts.
