Organizational silence of civil servants is a common phenomenon in organizations.It refers to civil servants,as insiders of the internal situation of organizations,when they recognize the existence of immoral behaviors within an organization,directly or indirectly damaging public interests(including public facilities,finance,etc.),which consequences of such behaviors or acts will cause great harm or impact on the public.Since the 18 th National Congress,in order to continuously reform and promote the modernization of national governance system and governance capacity,China has devoted to building a "service-oriented government" with scientific functions,structural optimization,integrity,efficiency and people’s satisfaction.To this end,the government has "hit hard" to rectify official governance,crack down on corruption and reform the accumulated shortcomings.Under the situation of fierce anti-corruption in the whole country,"typical corruption" has obviously decreased,but "atypical corruption" has gradually come into people’s vision in a more covert form of corruption.Therefore,the direction of supervision over the organizational silence of civil servants is undoubtedly a new focus of anti-corruption,and has great practical significance.Based on this,We take Organizational Silence Behavior of Chinese civil servants as research objects,aiming at finding out status quo,using the framework of evolutionary game theory,breaking through the restriction of the hypothesis of "complete rationality" in traditional game analysis,absorbing the reasonable viewpoint of system theory,using the relevant matrix model to analyze different strategy groups,respectively discussing whether or not to supervise the mechanism,using replication dynamic equation and evolutionary stability strategy to carry out dynamic evolution analysis,concluding the corresponding conclusions,and putting forward the corresponding countermeasures.The conclusion of the simulation further verifies the consistency of theprevious game theory analysis: whether supervisors take active regulatory actions will have a significant impact on the organizational silence of civil servants.In the course of interaction with civil servants’ behaviors,the supervisors need to plan the investment of anti-silence cost in an overall way to improve the payment efficiency of supervision behavior;promote various kinds of silence cost payment to increase the cost of civil servants’ silence behavior;strengthen the public’s mind of honesty and morality,improve the reward of negative Organizational Silence Behavior and positive social benefits,so as to counter-silence behavior.Consciousness is internalized into the core beliefs of anti-organizational silence and anti-corruption and honesty,thus forming a huge force of social supervision and triggering the positive energy releasing of the whole society.Furthermore,it can play a deterrent role in restraining civil servants’ active organizational silence,enhancing the effect of policy implementation and credibility of the government,shaping the authority of the government. |
