Research On Community Policing In Qingjiangpu District From The Perspective Of Governance Theory

Community policing refers to the work of comprehensive governance based on the actual community,which includes the cooperation of multiple subjects including public security organs,social organizations and citizens with equal status,including the prevention of public order in the social sphere,the legal crackdown on crime,and the transformation of the community environment.Community policing is an important part of basic public security work.On the one hand,it can effectively prevent and combat crimes and maintain social order;on the other hand,it can also maintain the emotional ties between public security organs and the masses;besides,community policing can implement the concept of "limited police force and unlimited public power",which can reduce the cost of social management and improve work efficiency.The important means of community governance is the strong support of the whole public security work.The community policing work in Qingjiangpu District has played an extremely important role in the social governance of the region,reducing community conflicts and disputes,and improving the satisfaction of the masses' sense of security.Through consulting literature,questionnaire and discussion,this paper first expounds the basic concepts of community policing and related research situation,lists the achievements of community policing in Qingjiangpu District from the aspects of governance subject,governance goal,governance tools and governance environment.Besides,it enumerates the problems existing at present,such as inadequate understanding of community policing,insufficient participation of social subjects,low efficiency of community policing,the need to improve the image of public security organs and insufficient identification.The main reasons for the problems are: inadequate understanding of the elements of "good governance" in community policing,weak ability of community autonomy,lack of institutional guarantee,lack of public security organ system,unreasonable policing mechanism and inadequate "legitimacy" elements of "good governance" objectives.By comparing some practical practices of community policing at home and abroad and combining with local conditions,this paper puts forward a series of improvement suggestions from the perspective of governance theory,including establishing correct ideas,improving the participation system,opening up channels of participation,improving the system of public security organ,improving the image of public security organ,improving the recognition of community policing.
