The Research On The Evaluation Index Of Rule Of Law Image Of County-level Government Led By Third Party

Hunan Provincial Procedural Law Research conference in 2014 held the country’s first county-level government rule of law image review activities,aimed at promoting the construction of the rule of law image of county-level government.To date,the review has been successfully held in four sessions.The deliberation not only promoted the construction of the rule of law image of the county government through the folk way,but also became a booster for the government of the rule of law and the construction of the rule of law in China to a certain extent.However,there are still many places to be perfected in the practice of the rule of law image review activities of county-level governments,among which,the most prominent is the construction of the index system of the evaluation activities.Although the rule of Law image index of county-level government has been constantly adjusted and perfected in the practice of four years,it still exposes many problems in practice,such as: the lack of legal guarantee for the construction of indicators,the need to deepen and perfect the index system,the lack of funds and personnel in the collection of evaluation indicators,and so on,All the above problems are the problems that need to be solved urgently in practice for the evaluation index of the rule of law image of county-level government.The index system of rule of law image of county-level government is the key element that affects the evaluation result,it is like a pair of invisible hand manipulating the whole deliberation process,if the index system is biased,it will naturally lead toinaccurate evaluation results.Through a more in-depth study of the evaluation Index system,this paper clarifies the difference between the government’s rule of Law image index and the government index of rule of law,finds out the shortcomings of the evaluation index of the rule of law image of the county government in practice,and gives corresponding measures to solve the problems.It is urgent to point out the direction of the perfect path for the evaluation index of the rule of law image of county-level government.
