A Research On Implementation Deviation Of Road Overloading Transportation Governing Policy In Nan'an

With the economic development in society,road overloading transportation problem has become a focus issue which will bring harm to the road property and right,threat the passing cars and pedestrians,and disturbs the market order as well.Since the national unified action for governing road overloading transportation in 2004,it could be easily found that the government has been paying high attention to this social issue.To be honest,relevant law enforcement departments keep stepping up their efforts to control,and many researchers are trying their best to find suitable solutions.Unfortunately,there are four reasons lead to the implementation deviation during governing the road overloading transportation,which are profit driving,information asymmetry,hierarchy and multi-attribute policy and supporting mechanisms missing.Therefore,it is really hard to gain the policy goal.In the paper,the author takes the problems during the road overloading transportation governing in Nan'an as a good carrier,tries to offer some solutions from four angles,which are based on the reasons.Many research methods used in this paper,such as literature research,case study and interview method.The author carefully studied lots of literature on overloading transportation governing and policy implementation deviation,observed the Nan'an overloading transportation governing behavior and interviewed target group.Through that observation and interview,the author collected relevant data and cases,and kept abreast of the policy perception,opinions and suggestions of target group.Based on the analysis of data and the Smith Policy-Implementation-Processing pattern,the author proposed the measures on the following aspects,which are policy,executive branch,target group and implementation environment.Hoping that this paper could help to solve the implementation deviation problem.
