The Study On Chinese Public Security Organs Law Enforcement Standardization

In the recent years,the synthetical power of China is constantly increasing,which,consequently.The great renaissance of the Chinese nation can be realized with the high-speed economic growths,prosperous social developments,continuous cultural innovations.However,the faster developmental paces are,the more problems come.The society,economy and culture do make profound modifications.Furthermore,the environment of enforcing the law also undergoes a significant shift and the legal notion among the public is waking up gradually,which could be taken advantage of lawbreakers for illegal profit.Public security organs,well-known as the Police,also create remarkable contributions and sacrifices in order to protect people's properties and life in the non-war era.Specially,in 2007 only,361 police officers(including officers and soldiers in active service)died and 6234 injured or disabled while on duty in China.From 2013 to 2017,this statistic generates sharp growths displayed that 2003 died and 25 thousands injured or disable while on duty in China.With the deep pity,we seriously realized that there is a tight relationship between the number shown above and the underdevelopments of the policing work.It is predictable that the duty pressure and social stress the police departments have to face could be heavier and heavier,the sacrifices are like to be more severe,the price that the police departments need to pay could be more expensive,without the effective resolution and standardization to the process of enforcing the law.This essay aims to study the developed experience of some western legal countries,so that explore the feasible as well as reasonable to China ways to solve the problems of enforcing the law standardizations of public security organs,with the several typical law enforcement cases of the public security bureau of S city,under the analyses to the definition of enforcing the law standardizations and the existence of the realistic problems.Factors such as ‘Sun Zhigang Event' in 2003 in GuangDong province,‘Hide and Seek Event' in 2009 and ‘Wang Wenjun Case',also ‘Lei Yang Case',and huge amount of other different kinds of law enforcement conflicts trigger the activation of exasperating the law enforcement process from the brewing-fermentation to the furious eruption.In November 2008,the Minister of Public Security of PRC issued <Vigorously Strengthen Public Security Organs Law Enforcement Standardization Build Guides and Advices>,for the sake of satisfying the people's new expectations to the justice and the fairness,which mainly arranged and conducted law enforcement standardization,as held conferences all over the domestic cities to promote the work.The general secretary Xi pointed out the general requirements that,‘to serve the party faithfully,to serve the people,to enforce the law impartially and strictly',and motivated the domestic public security organs to learn and follow,when he was in the collective merits recognition meeting for the model representatives from national public security system in May 2017.Without any exception,every country needs to withstand an evolution process on their policing law enforcement,just like what the UK and the US did.Obviously,public security organs law enforcement problems will directly make an impact on the China Communist Party Committee and Chinese government.The author will take the negligence,random,illegal procedurals also improper punishment as a beginning to analyze public security organs law enforcement problems,then continue to expatiate my arguments and improvements on the law enforcement subjects,law enforcement surveillance and law enforcement maintenance in order to finding out better measures for public security organs law enforcement standardization.
