Research On Local Legislation Of Urban Dog Management In China

The topic of raising dogs is no longer unfamiliar to every Chinese,and more and more dogs are entering the family life of civilians.In other words,pet dogs have become an important way for people to solve their stress and loneliness.At the same time,pet dogs have also brought many problems to the society,such as the occupation of public resources by dogs,the contradiction between dog owners and non-dog owners,the contradiction between dog-raising and urban city management,and the raising of infectious diseases caused by dogs.It can be found that the social problems brought by raising dogs have become impossible to ignore.This paper will divide the geographical regions of the country into important selection methods and standards to select Changchun and Harbin in the Northeast,7 in the northeast,East China,Central China,South China,Southwest China and Northwest China;Shanghai and Hefei in East China;Changsha,Wuhan;Beijing and Taiyuan in North China;Shenzhen and Zhuhai in South China;Chengdu and Guiyang in Southwest China;14 cities in Urumqi and Lanzhou in Northwest China,and specific provisions on local legislative provisions for dog management in these cities Analyze and summarize the shortcomings in the local legislation of urban dog management in China,and put forward suggestions for improving the local legislation of urban dog management in China.The first part analyzes the current situation of raising dogs in China,discusses the reasons for the increasing number of dogs in China,and the existing problems,which leads to the necessity of urban dog management.The second part discusses the local legislative provisions on dog management in fourteen cities,and analyzes the problems existing in the local legislation of urban dog management in China from the representative of fourteen representative cities.The legislative concept of the first restriction is not suitable for reality.The demand for dog management,the second part of the local legislation of urban dog management in China is insufficient.The third part of the local legislation on the regulation of dog management has some questions about the rationality of thetreatment measures,and analyzes the reasons for these problems.In the third part,aiming at the shortcomings in the local legislation of urban dog management in China,this paper puts forward some suggestions for the improvement of local legislation for local dog management in China.The improvement suggestions include the legislative thinking of changing the restriction,the revision and improvement of local legislation and further proposals.Reducing the cost of registration management,vaccination for appearance identification,enriching the remedies for victims,strengthening ill-treatment,penalties for abandoning dogs,and other methods for resolving problems such as the handling of suspected treatments and subsequent procedures,and hope This puts forward some reasonable suggestions for the improvement of the local legislative content of urban dog management.
