The Prison Law of the People's Republic of China stipulates that prisons shall adopt the principle of combining punishment with reform,education with labor,and transform criminals into law-abiding citizens.Prisons shall supervise criminals according to law,organize criminals to engage in productive labor according to the needs of reforming criminals,and carry out ideological,cultural and technical education for criminals.In the process of fulfilling their duties according to law,prison policemen have special relations with prisoners,such as supervision and under supervision,transformation and under transformation.With the development and progress of society,the people have more expectations for the fair and civilized law enforcement in prisons,and prisoners and their relatives have put forward higher requirements for the protection of prisoners' rights and interests.The number of letters and visits for prisoners caused by contradictions in transformation and life in prisons has increased year by year.The difficulty of dealing with some typical difficult and complex letters and visits has increased,which not only increases prisons.The pressure of prison letters and visits,and some letters and visits have also caused great disturbance to prison work order and posed a severe test to prison security and stability.As a prison policeman,the author has worked in the prison petition post for many years,and has come into contact with a large number of prisoners' petition questions.In the process of participating in the handling of prisoners' letters and visits,facing the situation of frequent letters and visits,difficulties in resolving problems and obvious upward trend of letters and visits,I deeply feel the difficulties of prison letters and visits,and I want to make my own efforts to relieve the plight and healthy development of prison letters and visits.Starting from the prominent difficulties in the work of letters and visits in Shanxi prisons in recent years,this paper studies the prominent contradictions existing in the letters and visits of prisoners at present,then analyses the causes of the letters and visits of prisoners,and explores how to promote the healthy development of prison letters and visits in order to safeguard prison security and stability,with the aim of effectively preventing contradictions,actively resolving problems and standardizing the order of letters and visits.Serving the general situation of the society provides a strong guarantee.This paper mainly includes four parts.The first part summarizes the general situation of prisoners in China,clarifies the concepts of prisons,prisoners and letters and visits,and introduces the general situation of prisoners'letters and visits and the processing mechanism of prisoners' letters and visits.The second part elaborates the present situation of inmates' letters and visits in Shanxi prisons and the main problems in the work of letters and visits.The third part probes into the direction and thinking of the reform of complaint and petition concerning law,and gets some enlightenment from the practical experience of other provinces and cities in carrying out petition and petition work.The fourth part,aiming at the causes of letters and visits of prisoners,explores ways to strengthen the prevention and control at the source,resolve contradictions,and establish a good prison letters and visits work order through unblocked legal channels,strengthening the concept of defending prisoners' rights according to law,and standardizing the law enforcement behavior of prison police,so as to provide feasible ideas for solving the current plight of prisoners' letters and visits.
