Research On Perfecting The Old Age Allowance System In China

With the increasing scale of senior citizens in China and the increasingly prominent pension problems,the old age allowance system has attracted more and more attention from the country and society.By the end of 2018,China’s various provinces have successively established the old age allowance system and achieved certain results.Allowance system mainly for the 80-year-old and above with a certain subsidies in order to ensure the quality of life of old age and level,not only can effectively make up for the inadequacy of existing welfare system,let the whole society to afford endowment the responsibility,but also to change support concept of fertility and traditional pension,let old people live with quality,with dignity.The central region of China has obvious population advantages,but in the context of aging,the problem of old-age care is particularly serious,the dependency ratio of the elderly is rising,and family and social old-age care pressure is increasing.At present,China’s old age allowance system is not perfect,the scope and strength of which can be guaranteed is limited,and the expected effect has not been achieved.Therefore,taking the old age allowance system in the six provinces of central China as an example,it is of great significance to improve the old age allowance system in China.In six provinces in central,for example,this paper use the method of literature research,policy analysis,comparative analysis,through the consult,carding a large number of older allowances system related literature and official data,refining and analyses the important academic theories and research results,combined with the six provinces in central factors such as economic development level,population,proposes feasible Suggestions to perfect the elderly allowances system.Specifically,the first chapter is an overview of China’s old age allowance system.The practical significance of relevant concepts,theoretical basis and the improvement of the old ageallowance system are sorted out respectively to pave the way for the development of the following contents.The second chapter introduces the present situation of the old age allowance system in six provinces.Is firstly analyzed from two aspects of economy,population,the age of six provinces in central allowance system objective basis,then the object and the amount of subsidy,capital source and distribution methods,application conditions and process of the four major aspects of the content of the comb,and on the basis of compared with the eastern region-allowance system,in order to learn from the eastern region of effective experience;The third chapter mainly discusses the main problems and reasons of the old age allowance system in the six provinces of central China.This part expounds the current age allowance system of the overall low level of subsidies,such as the application condition of unclear,large age span,application process is relatively complex,and from the elderly welfare consciousness is not strong,the relevant system is not perfect,not enough funds guarantee,the irregular implementation process,such four aspects: the reason for the existence of the problem;The fourth chapter is the suggestion of perfecting the old age allowance system in our country.In view of the above problems and reasons,combined with the specific situation of China’s old age allowance,this paper puts forward some ideas to improve China’s old age allowance system,including establishing the concept of inclusive welfare,improving the relevant provisions of the old age allowance system,and improving the working mechanism of the old age allowance,so as to provide some Suggestions and inspiration for the study of the old age allowance in China.
