The Grass-root College of Cadre Administration is regarded as the main training position for grassroots civil servant.It has been assuming the responsibility of delivering the latest knowledge on public management and improving administrative skills for grassroots civil servants for a long time.With an in-depth investigation,the author finds that grassroots civil servants still lack public management knowledge and their ability to improve their administrative skills is still low.This leads to a situation in which grassroots civil servants have become passive and weak in the management of grassroots administrative affairs.Starting from the needs of grassroots civil servants,this article explores factors related learning willingness and study outcomes of grassroots civil servants,which will be conducive to facilitating reform of grassroots cadre administrative colleges to meet the needs of grassroots cadre training in the new era.This article takes the grassroots civil servants who participate in the training as the research object.Firstly,it introduces the current situation and existing problems in the training of grassroots cadres' administrative colleges.Secondly,the author analyzes the factors affecting the study willingness of grassroots civil servants from three basic psychological needs of self-determination theory,namely autonomous demand,competent demand,and affiliation demand with multiple regression.Then the author adopts ARCS theoretical model to analyze the factors that improve the study outcomes of the grassroots cadre administrative college through variable attention,relevance,self-confidence and satisfaction.A questionnaire is generated aaccording to the self-determination theory and the ARCS theoretical model to collect data.The data is analyzed through SPSS 25 with the factors affecting the learning willingness and learning effect of grassroots civil servants explained.Furthermore,it puts forward to suggestions for improving the training outcome of grassroots cadre colleges.In improving the study willingness of grassroots civil servants:First,meeting the independent needs of grassroots civil servants from the setting of training courses;Ssecond,fully considering the competent needs of grassroots civil servants in the course content;third,meeting the needs of grassroots civil servants in the study of the cadre administrative school.In terms of improving the learning effect of the cadre administrative college: First,focusing on improving the attention of the trainees;second,establishing the relevant links between the civil servants and the classroom;third,establishing the students' self-confidence;fourth,improving the satisfaction with learning of civil servants.
