With the development and progress of China's economic and social life,people's interests and needs are increasingly diversified.In the process of chasing and realizing those interests,conflicts between different subjects are also accompanied,as one falls another rises,affecting the harmony and stability of society,grassroots communities have firstly become a gathering place for all kinds of contradictions and conflicts.Community public conflicts are conflicts mainly caused by public matters,involving the interests of more residents,and more likely to cause community order crisis than private conflicts.Effectively managing community public conflicts and preventing recurrence,escalation or spillover of conflicts is the top priority of current community conflict governance.Ho'wever,there are two different kinds of governance performance:short-term relief and long-term effect.In order to explain this difference,this paper utilizes an analytic framework"production-implementation" of governance rules.As the norms of behavior and the principle of distribution of benefits,rules constitute the basis of order.The "production and implementation"process of the rules affects the effectiveness of public conflict governance rules.This paper divides the production and execution of rules into five dimensions:the establishment of a negotiation platform,the discussion of conflict issues,the resolution of public rules,the integration of community resources,and the supervision and punishment.Base on a comparative analysis of the process and the effects of conflict governance across three communities,the study shows that during the production and implementation of the public rules,the relationship between subject of conflict and the third party influences the degree of rule-identity and supervision validity,resulting in different outcomes.When the third party undertake the whole task of production and execution of the rules or is involved in the process,the rule-identity of subject of conflict are low,level of supervision is low,which results in effective implementation in the short term,yet conflict returning in the long term.When the subject of conflict independently carry out the production and implementation of the rules,they manifest a high level of rule-identity and high level of supervision,which results in an effective long-term governance of conflict.Case studies show that rule autonomy is the way to govern public conflicts in communities.According to this,it is necessary to set up a conflict negotiation platform to promote independent consultation of rules;foster conflict self-governing organizations and promote the independent implementation of rules.The establishment of the negotiation platform needs to follow the principle of equal participation,the principle of third-party neutrality and procedural principle.Organizational empowerment,establishing conventions,supporting the organization,and providing organization training are the specific breeding paths for conflicting autonomous organizations.
