Research On The Function Operation Of China National Supervision Committee

China’s supervisory system reform has achieved initial success,from the successful pilot projects in Beijing,Zhejiang,and Shanxi provinces to the smooth implementation of the nationwide.Subsequently,in the March 2018 Constitutional Amendment,a new supervisory committee was added as a section and the supervisory law was passed.China’s supervisory committee is a national anti-corruption agency that integrates various anti-corruption forces.The state has intensified its efforts to control corruption issues from its roots,promote the combination of inner-party supervision and state supervision,and build a national governance model with Chinese characteristics.This paper studies the new organ of the supervisory committee from the national level,mainly using three research methods to focus on the functioning of the national supervisory committee.This article discusses from three parts: First,it introduces the relevant concepts of the State Supervision Commission,discusses the theoretical basis of the State Supervision Commission,and analyzes the development and changes of the discipline supervision organs in China since the founding of the Party and the necessity of establishing a national supervisory committee.Second,it focuses on the operational mechanism of the State Supervision Commission,introduces the three main functions of the State Supervision Commission’s supervision,investigation,and disposal,clarifies the subject and object and operational principles of state supervision,and rationalizes the operational procedures and linkage mechanisms of the State Supervision Commission.Ensure that the internal and external supervision mechanisms of the National Supervision Commission are performing at their best,discover problems in the operation of the functions,and analyze the causes from three aspects.Third,improve the path selection of the function of the State Supervision Commission,including the improvement of relevant laws and regulations,the operation of the normative functions,the strengthening of the supervision team,and the strengthening of the national supervisory committee’s accountability mechanism.
