After the World War ?,the future political destiny of the Korean nation was urgently to be resolved.The US-Soviet holding the leading power to negotiate the plan of trusteeing Korea but ended without results.The problem of the independence of Korea was submitted to the United Nations.After analyzing the reasons for the division of Korea,in addition to considering the external factors of the major powers,it's also need to consider another external factor that affected the situation in Korea at this stage——the United Nations.This article focuses on preliminary discussions on the actions of the United Nations in dealing with the Korea issue during 1947-1948.The article includes introduction,text,epilogue,notes,and references.The text consists of three parts,with the three stages of the UN's handling of the Korea issue as a clue to explore why the United Nations has placed the Korea issue on the agenda,how to make a resolution,and the consequences of the implementation of the resolution.Based on the action of the United Nations on the Korea Issue,this article aims at making an objective evaluation of the United Nations.The article believes that the United Nations,as one of the external forces dealing with the post-war Korean issue,has an inescapable historical responsibility for the division of Korea.The outbreak of the Cold War between the United States and the Soviet Union made the United Nations in the early days,failed to have a good development environment.In addition,it was used to a certain extent by the superpowers.The United Nations failed to abide by the UN Charter on the Korea issue and failed to play its due role.After the World War ?,the United States and the Soviet Union gradually moved from cooperation to confrontation.The plan for the trusteeing of Korea based on “Moscow Agreements” was defeated.The United States submitted the "The problem of the independence of Korea" to the United Nations.The Second Session of the UN General Assembly decided to includethis issue on the agenda.As a result,the United Nations officially intervened in the Korea issue,but this has undoubtedly complicated the resolution of the Korea issue.Subsequently,the Second Session of the UN General Assembly refused to invite representatives of the Korean people to attend the meeting,which is not conducive to the fair and proper settlement of the Korea issue.After discussion,the Second Session of the UN General Assembly decided to set up the United Nations Temporary Commission on Korea to supervise the election throughout the Korea.However,due to the opposition and non-coordination of the Soviet Union,the election could not be carried out in the whole Korea.Therefore,the UN failed to solve the Korea issue.In the face of the inability to enter the North Korea,“the Interim Committee of the General Assembly” decided to conduct separate elections in South Korea.This is obviously a policy of dividing the Korean nation,but the Commission was subject to the US implementation of this resolution,making Korea into two regimes and the Korean nation has fallen into division.The United Nations Temporary Commission on Korea has not been able to do any effective work to alleviate tensions in Korea.Afterwards,the Third Session of the UN General Assembly recognized “the Republic of Korea” as the“only lawful government” in Korea,which made the situation of confrontation between the North and the South on the Korean Peninsula even more acute,and also laid a hidden danger for the subsequent military conflict between the North and the South.
