The modernization of social economy requires the modernization of life quality and public service.The government is the main supplier of public services.The construction of service-oriented government requires the government's public service awareness and capacity to meet the expectations of the public.To achieve this goal,the government should respond to public needs by enhancing public service capacity through appropriate and effective means.From the era of paperless office to the era of e-government,data is still just data,but big data in the era of big data is big data as thinking mode,technical tool and production means.The introduction of big data into public services has transformed the thinking mode of public services,provided the decision-making mode based on data,reconstructed the business process of the government,and reformed the supervision methods of the government,market and society,thus contributing to the participation of multiple parties in public services.The big data industry development and practice level in the field of public service in Z province is in the forefront of the country now.And there is obvious demonstration in Z province can affect on other provinces.The analysis of experience in Z province is of high value,which is of certain research significance.Based on big data background and significance of the topic,this paper discusses the improvement of the government's public service capacity.Firstly,literature and theories related to the field of public service and big data at home and abroad are sorted out,and the historical background of big data and big data as well as the theoretical role of big data in improving the government's public service capacity are introduced.The second is to research the development of big data public service in Z province and demonstrate the significance of big data development in Z province for other places.Thirdly,through the selection of practical cases in Z province,while affirming the achievements of Z province,the author found that Z province still has problems such less investment in government data disclosure,unreasonable organizational Settings,and insufficient awareness of big data among the public.The fourth is to propose ways to improve the public service capacity of Z province government according to the known problems,including accelerating the establishment of provincial big data development administration and increasing government data awareness training.
